In other data news, on March 22nd, The Markup published an article entitled The Future of Border Patrol: AI Is Always Watching. In this story, Monique O. Madan details U.S. Customs and Border Protection's efforts to implement AI-powered surveillance systems along the U.S.-Mexico border, a move experts fear could exacerbate migrant challenges and pose ethical and legal dilemmas due to algorithmic bias and privacy concerns.

 

  • 'These technologies are vulnerable to bias and errors, and may lead to the storage, collection, and use of information that threatens the right to privacy, non-discrimination, and other human rights,' Aspen said. 'We’ve called on states to conduct human rights impact assessments and data impact assessments in the deployment of digital technologies at the border, including AI-enabled tools, as well as for states to address the risk that these tools may facilitate discrimination and other human rights violations against racial minorities, people living in poverty, and other marginalized populations.'”

World Trade Center (WTC) Health Program | Request for Information (RFI) | 24-RFI-518210 | Provider Network Data Integrity Review

The World Trade Center (WTC) Health Program requests information on methods for conducting a comprehensive accuracy review of its New York Metropolitan Area (NYMA) Provider Network, with the potential to extend the review to the Nationwide Provider Network (NPN). The primary objective is to analyze the Program’s provider network data, determine where there are inaccuracies, identify providers on legal exclusion lists, and make corrections to the data.

Enterprise Identity, Credential, and Access Management - Transportation Support

Dept. of Veterans Affairs

The VA Enterprise Identity, Credential and Access Management (E-ICAM) Transformation Support Contract will help ensure VA meets Federal ICAM requirements and implements effective digital identity and access management across the enterprise. E-ICAM Transformation will also help overcome challenges related to siloed services, customized solutions, and the lack of a holistic end-to-end enterprise solution, which creates fragmented user experiences, inefficient processes, limited visibility & control, and compliance challenges.

International aircraft-based turbulence data to the National Center for Atmospheric Research (NCAR) in Boulder, Colorado

The FAA has a requirement to deliver international aircraft-based turbulence data to the National Center for Atmospheric Research (NCAR) in Boulder, Colorado. The data is used in the Aviation Weather Research Program (AWRP) for product verification, evaluation, and as raw data for algorithm input. The data is also forwarded to the National Weather Service (NWS) Aviation Weather Center (AWC) for use in producing Significant Meteorological Advisories (SigMets).

Macroeconomic Advisers Subscription (for up to 5 users) for the Office of Tax Policy

This requirement is for the renewal of access for up to 5 users a macroeconomic database platform, that provides both quarterly updates and long-term service. This subscription must contain data regarding aggregate values of economic flows at both the GDP and National Income level, as well as the income/expenditure/saving practices within the household and government sector level. The selected source must present a clear focus on the United States economic outlook, daily GDP tracking, monetary policy, and fixed income markets.

NWS Commercial Aircraft Based Observations Data Buy Support

The US Department of Commerce intends to negotiate on a sole source basis with Collins (formerly ARINC) Incorporated, for a firm-fixed price procurement for observations of wind, temperature, and humidity Meteorological Data and Reporting System and Water Vapor Sensor System data which includes atmospheric observations from commercial aircraft, through the use of commercial aircraft and on-board meteorological sensors, leading to the improved understanding of the structure of the atmospheric water vapor, temperature, wind, and pressure, as these data are critical to the prediction of thunderstorms, flash floods, hail, tornados, clouds, icing, and climate.

Notice of Intent to Sole Source - Avasant Information Technology Benchmarking Subscription

The OCC has a need to continue the Information Technology (IT) Spending and Staffing benchmarking subscription previously purchased through Computer Economics, Inc., which has since been acquired by Avasant, LLC.

Web-Based Space Situational Awareness subscription

Dept. of Commerce

NOAA OSPO requires a subscription to Web-Based Space Situational Awareness (WSSA). WSSA is required to reduce the risk of NOAA assets colliding with other spacecraft or orbital debris. Space situational awareness is accomplished by accurately determining and predicting the locations of all of the NOAA assets in space and working with other institutions and agencies to compare these predictions with the locations of other nearby objects. 

GSA names 8 identity proofing companies for $194.5M in Login.gov contracts

General Services Administration

The General Services Administration has awarded eight blanket purchase agreements to identity proofing companies for its SSO portal Login.gov. The 10-year agreements for “next-generation identity proofing” are worth up to a total of $194.5 million combined.

Index Analytics LLC Wins $15.8 Million Artificial Intelligence Contract from Centers for Medicare and Medicaid Services

Today, Index Analytics LLC (Index) announced that the Centers for Medicare and Medicaid Services (CMS) awarded the Baltimore-based data and IT company an artificial intelligence based machine learning models contract. In collaboration with its two industry partners, Explore Digits Inc. and ICF, Index will maintain and enhance an artificial intelligence solution that uses Natural Language Processing (NLP) and Machine Learning (ML) to interpret stakeholder comments and nursing home surveys submitted to CMS.

The Contractor shall provide an online and mobile application Pharmaceutical Database Wolters Kluwer Lexicomp or equivalent that provides healthcare professionals access to evidence-based, point-of-care drug information from a single source that aligns with best practices and trusted, authoritative sources.

SEC Issues First AI-Related Civil Penalties and Warns Against “AI Washing”

The Securities and Exchange Commission on Monday, March 18, 2024, entered into settlements with Delphia (USA) and Global Predictions, which agreed to pay civil penalties totaling $225,000 and $175,000, for “AI Washing.”  AI Washing entails making false statements regarding the use of artificial intelligence technology. Monday’s enforcement actions against Delphia and Global Predictions are the first in which the SEC charged companies with violating federal securities laws in connection with AI disclosures. 

UK data watchdog to investigate country’s troubled immigration IT systems

The Information Commissioner’s Office (ICO) will probe “IT incidents” connected to the Home Office-operated Person Centric Data Platform (PCDP) and Atlas, the computer tools used by immigration caseworkers and border authorities, according to trade publication Public Technology. Both systems are part of a wider £500 million project to revamp the country’s immigration IT system called Immigration Platform Technologies (IPT).

The Department of Homeland Security (DHS) Launches Innovative AI Pilot Programs

The Department of Homeland Security (DHS) is entering an exciting new phase of technological advancement with the launch of three groundbreaking AI pilot programs. In collaboration with OpenAI, Anthropic, and Meta, DHS aims to test the effectiveness of AI models in assisting its agencies with various tasks such as investigating child exploitation, training immigration officials, and creating disaster relief plans.

Banning TikTok Would Do Basically Nothing to Protect Your Data

Despite legitimate concerns over big data, privacy and social media platforms’ influence on users’ opinions and beliefs for profit, multiple technology and privacy experts say singling out TikTok is not a fix. Foreign and domestic intelligence agencies alike have plenty of other access to sensitive information on people in the U.S. via the ever expanding global trade in digital data. Sanctions on any one app can’t solve these problems.

EU cybersecurity agency outlines good practices for remote identity proofing

The report, sensibly titled “Remote ID Proofing Good Practices,” points to a general shift toward digitization across European society and the economy, which was accelerated by the sudden need for remote identity verification during pandemic-related restrictions, resulting in “a period of intense transformation.” Lockdowns and other public health security measures, it says, “highlighted the significance of well-regulated and standardized remote identification processes, along with trustworthy digital identities on which public and private sector organizations may rely.”

What Open Source Means for the Future of the Intelligence Community

Open source intelligence encompasses any publicly or commercially available information, and with today’s vast catalog of data from news websites, social media, broadcast television and more, it has grown into a prominent force in U.S. intelligence missions. Though concerns about open source were prevalent in its early days, the IC now uses it as a “first resort” to inform its decisions, according to Doug Cossa, chief information officer of the Defense Intelligence Agency, who discussed this development in a panel at last year’s Intel Summit.

Bill aiming to protect online consumer data moves out of Pa. House

Proposed by Rep. Ed Neilson, D-Philadelphia, the bill proposes to allow online consumers to opt out of online data collection used for targeted advertising. Businesses would be required within 45 days of a request to disclose the types of personal data accessed or processed. That includes basics like names, postal addresses and aliases but also internet protocol address, email address and account name, identifying numbers such as Social Security and driver’s license. Also included would be purchasing history, browser history and search information, and biometric data like fingerprints, voiceprints and eye scans.

Hackers can easily read what you say to ChatGPT, other AI services, finds study

A recent study by researchers at Israel’s Ben-Gurion University has shed light on significant privacy vulnerabilities inherent in several AI chatbots, raising concerns about the security of private conversations. According to Yisroel Mirsky, head of the Offensive AI Research Lab at Ben-Gurion University, malicious actors can exploit these vulnerabilities to eavesdrop on chats conducted through platforms like ChatGPT.

JPMorgan accuses TransUnion subsidiary of stealing trade secrets

JPMorgan said in its lawsuit that Argus misused confidential credit card information of "tens of millions of users," obtained under the government contracts. It said Argus used the data to create benchmarking reports for its commercial business after JPMorgan withdrew from Argus' benchmarking studies and ended its relationship with the company in 2010.
