Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the NATO Communications and Information Agency (NCIA) solicitation seeking information on industry capabilities to support its Alliance Persistent Surveillance from Space (APSS) and Space Situational Awareness (SSA) programs. The RFI aims to gather information on service and platform solutions that will help NATO refine its future space data procurements and acquisition strategies.

 

 

In other data news, on August 15th , Government Technology published an article entitled D.C. Takeover Shows How Cities Can Lose Control of Surveillance. In this story, Nikki Davidson describes how the District of Columbia's Real-Time Crime Center (RTCC), powered by the FususONE AI surveillance system, has become the focus of a dispute over control between local and federal authorities. The article highlights concerns among privacy activists that federal access to this extensive network of public and private surveillance data could lead to civil liberties abuses and the misuse of information collected by the city.

 

  • Jay Stanley, senior policy analyst for the American Civil Liberties Union, believes that D.C. council members likely didn't imagine this outcome when considering the initial investment. 'I don't think that they contemplated this would be flowing to Pam Bondi, to the Trump administration and their malevolent war on immigrants. I think it's a lesson for local communities around the country ... what they're doing and where they're going, and not have it being used for other abusive purposes by malevolent federal agencies or other state governments, then you need to think twice.'”

USPTO Internal Memo Suggests that Patenting AI Inventions May Become Easier

In recent years, the USPTO has found certain software inventions to be patent-ineligible abstract ideas. In the new internal memorandum, the USPTO has directed patent examiners to exercise greater care before rejecting AI-related software technologies for this reason. While the memo is styled as a “reminder” of existing policy and law, its emphases and examples send a clear indication that the Office wants to dial back aggressive eligibility rejections, particularly in AI and machine learning domains.
