Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. This week we highlight the Hollings Manufacturing Extension Partnership (MEP) Program, a network of non-profit centers, supported by the Department of Commerce, that help small and medium-sized U.S. manufacturers compete globally.

 

  • Department of Commerce, National Institute of Standards and Technology (NIST) — Establishment Business Data – Accessibility and Integration with MEIS - The National Institute of Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) Program requires a third-party independent resource to provide complete and accurate information about the approximately 333M business establishments worldwide.  While NIST MEP is primarily focused on manufacturers and the manufacturing ecosystem in the United States and Puerto Rico there is also the need to access information about organizations outside of the United States.  Vendor establishment data must be sourced from a variety of different entities that have been vetted including the company directly and third-party resources.  The information must be compiled using different mechanisms (direct reporting, third-party reporting, automated/artificial intelligence, web scraping), verified/validated and distributed to NIST MEP via direct login/license to access database(s) AND automated queries using an application programming interface (API). 

 

In other data news, on August 11th, DefenseScoop published an article entitled ‘Have the kids come home?’: How open-source technologies are reshaping conflict and humanitarian operations. In this story, Brandi Vincent describes the U.S. government-backed Conflict Observatory's deploys of open-source technologies and information to uncover evidence of potential war crimes and mass atrocities, focusing on Russia's actions during the Ukraine conflict. The Observatory's use of open-source intelligence (OSINT) in real-time reporting serves as a crucial tool for accountability, early response, and informing policy decisions.

 

  • 'The Conflict Observatory provides a platform to independently document, verify, and disseminate open-source information on likely human rights abuses, war crimes, and other atrocities in countries of interest. This information is collected and preserved consistent with international standards for use in ongoing and future accountability efforts, including potential civil and criminal legal processes,' a State Department spokesperson told DefenseScoop on Thursday.”
