Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with an RFI from the Department of Energy for a major public-private consortium to curate National Lab scientific data for developing self-improving AI models for science and national security. The RFI seeks input on data readiness, privacy-preserving training, cloud delivery, and IP/data-rights structures under DOE's OTA/CRADA authorities.

Department of Energy (DoE), Advanced Scientific Computing Research (ASCR) — Partnerships for Transformational Artificial Intelligence Models - The Department of Energy (DOE) intends to establish a public-private consortium to curate DOE scientific data across the National Laboratory complex for use in artificial intelligence (AI) models and to develop self-improving AI models for science and engineering using this data. These models must be provided to the scientific community through a system of United States government, academic, and private-sector programs and infrastructure which includes the use of cloud technologies. This historic mobilization of DOE, the National Laboratories[1], and private partners will serve as a force multiplier in executing America’s AI Action Plan to achieve global dominance in AI, and to advance scientific discovery, energy, and national security.
In other data news, on November 12th, DefenseScoop published an article entitled Too much data, too few analysts: How AI offers a ‘force multiplier’ for intelligence analysts. In this story, Scoop News Group describes how the Intelligence Community, drowning in data (GEOINT, OSINT, SIGINT) and lacking analysts, now requires AI as an essential partner. This shift requires AI to rapidly triage, validate, and fuse these data streams, but success hinges on building trust in AI models and ensuring data provenance.
-
“'There is too much data out there and not enough analysts available to sift through it,' said John Urby, a former Army intelligence analyst and now senior director of business development at General Dynamics Information Technology (GDIT). 'Without artificial intelligence (AI) and automation, it would be impossible for analysts to get through every piece of data to verify what is valid or invalid and what’s worth continuing to look at.'”
