Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with an RFI to support NOAA's Commercial Data Program (CDP) for atmospheric and space weather products. The data delivered will include neutral atmosphere data, space weather data (including total electron content and scintillation indices), and enhanced data with specific geospatial distributions, signal-to-noise ratio requirements, local time sampling, and designated satellites, instruments, or modes.

In other data news, on September 18th , Jacobin published an article entitled The US Government Should Be Bold in Regulating AI and Data Collection. This article highlights the potential for significant changes in data market regulation under the US Federal Trade Commission (FTC). It emphasizes the need for comprehensive regulation to address commercial surveillance practices, and the impact of such regulation both within United States and internationally as data surveillance expands across the globe.

  • The current best-practice, 'risk management' framework that sees some data as 'sensitive' and others as 'less sensitive' is well-nigh useless in such an environment of soaring commercial surveillance. All collection, no matter how mundane, can be and is assembled into sensitive configurations that are rapidly transforming life under our feet. The industry players pushing these lines know this. Yet, as with the climate crisis, slow-walking shifts in business models are taken as the norm.”

NASA's Mars rovers could inspire a more ethical future for AI

There is a better way to bring artificial intelligence into workplaces. I know, because I’ve seen it, as a sociologist who works with NASA’s robotic spacecraft teams. The scientists and engineers I study are busy exploring the surface of Mars with the help of AI-equipped rovers. But their job is no science fiction fantasy. It’s an example of the power of weaving machine and human intelligence together, in service of a common goal.

State dives deep into data

Information overload is an occupational hazard at the State Department, where analysts and diplomats must make sense — and execute good foreign policy — from a firehose of data pouring in from around the world. The Challenges of Linking Financial Transactions to DVE Activity

The transactions often don’t raise red flags because these extremists frequently use their own funds and might not need large amounts to carry out attacks.

Unlocking the power of data: Revolutionizing federal agencies for mission success

In a digital-first world, there’s no denying data is crucial to mission delivery. However, for federal agencies to drive the most impact, it’s time for mission and IT leads to strengthen their data sharing capabilities, or risk sacrificing cross-agency interoperability and collaboration. To build a data-activated culture and improve access to insights, agencies must embrace a three-pronged mindset shift. This includes standardizing practices for data collection and sharing; adopting a “data as a product” philosophy; and long-term strategizing around funding and personnel.
