Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the Defense Counterintelligence and Security Agency's (DCSA) Request for Information (RFI) and Invitation for Vendor Demonstration regarding Publicly Available Electronic Information (PAEI) for investigative purposes, particularly focusing on social media data.

 

  • Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA) — Publicly Available Electronic Information (PAEI) - DCSA FIRE has been intricately involved in the piloting efforts of the Publicly Available Electronic Information (PAEI) mission. PAEI collects and analyzes online open-source content, that is available to the public on an electronic platform (i.e., website, social media, database, etc.). Leveraging available automation, researches the accuracy, relevancy, and feasibility of PAEI for integration in the background investigation process. DCSA is seeking for the ability to search for and receive data from PAEI sources, particularly social media, to enhance the ability to contextualize and present a holistic view of potentially concerning behaviors which could be indicative of an insider threat. As a result, with this RFI, DCSA FIRE seeks to find additional resources familiar with uncovering PAEI information while complying with the regulations in the Security Executive Agent Directive (SEAD) 5.

 

In other data news, on March 6th, Government Exexcutive  published an article entitled White House stalls on digital identity mandate, despite billions in fraud. In this story, Natalie Alms describes how the White House, despite President Biden's initial proposal in 2022 to address identity theft and fraud, has yet to release the promised executive order, causing frustration among stakeholders. Delays in implementing the order, attributed to political considerations and challenges with platforms like Login.gov, highlight ongoing concerns regarding identity theft and cybercrime, urging the need for coordinated action to bolster digital identity protection.

 

  • 'Meanwhile, the problems tied to identity theft and identity-related cybercrime continue to compound,' said Jeremy Grant, former senior executive advisor for identity management at the National Institute for Standards and Technology, who now runs a trade association focused on digital identity issues, the Better Identity Coalition. 'The lack of progress here has been abysmal.'”

CBP leaning into biometrics on controversial app, raising concerns from immigrant rights advocates

U.S. Customs and Border Protection plans to expand the use of biometrics through its CBP One app, a platform created by the agency to help process people who intend to come to the country that has raised concerns from immigrant rights groups. The expansion of biometrics — and in particular, personal data about peoples’ faces — comes amid ongoing issues with the app’s technical capabilities. 

Thoughts on AI Interoperability

While the core transport protocols of the Internet are binary in character, one could imagine a more text-oriented exchange protocol for inter-ML systems that might be adequate and more easily debugged by human readers.

NGA looking for commercial data to update intel on North Korea

Industry has until March 29 to respond to the Feb. 27 call for bids, which is seeking “foundational data” on “North Korean economic, industrial, and infrastructure facilities identified using native North Korean nomenclature.” The NGA spokesperson explained that foundational data “describes physical and cultural characteristics, including elevation, coordinates, topography, geographic names, and human geography, as well as our earth sciences data (gravity, magnetics, geodetic surveys, etc.).”

Gensler Defends Predictive Analytics to Skeptical Audience

The proposal, first published in July 2023, would require an adviser to “eliminate or neutralize the effect of conflicts of interest associated with the firm’s use of covered technologies in investor interactions that place the firm’s or its associated person’s interest ahead of investors’ interests.”

Israel under pressure to justify its use of AI in Gaza

It’s unclear if any of the civilian casualties in Gaza are a direct result of Israel’s use of AI targeting. But activists in the region are demanding more transparency — pointing to the potential errors AI systems can make, and arguing that the fast-paced AI targeting system is what has allowed Israel to barrage large parts of Gaza.

US House panel approves bill, demands TikTok to sever ties with China or face ban

The bill takes a two-pronged approach. First, it requires ByteDance Ltd., which is based in Beijing, to divest TikTok and other applications it controls within 180 days of enactment of the bill or those applications will be prohibited in the United States. Second, it creates a narrow process to let the executive branch prohibit access to an app owned by a foreign adversary if it poses a threat to national security.

OSINT, or intelligence derived exclusively from publicly or commercially available information that addresses specific intelligence priorities, requirements, or gaps, is vital to the IC's mission, providing unique intelligence value and enabling all other intelligence collection disciplines. Given the expansive and evolving open source environment, the IC has been working to modernize its approach to collecting, creating, and delivering OSINT, and the IC OSINT Strategy outlines the way forward.

Flaws in public records management tool could let hackers nab sensitive data linked to requests

The GovQA platform, created by IT company Granicus, contained vulnerabilities that could have let cybercriminals retrieve tranches of sensitive files tied to public records requests, a security researcher revealed to Nextgov/FCW.

Informatica Claims Data Fragmentation Is Standing in the Way of APAC Generative AI
