Department of Defense, US Army — Intelligence Exploitation & Analysis Intelligence Discovery Experiment - The US Army Futures and Concepts Center (FCC), Intelligence Concepts & Experimentation Division (ICED) is conducting market research to identify solutions to future requirements of intelligence data processing and exploitation capabilities from the point of collection to targeting and decision making. During this experiment, we will be examining intelligence processing and exploitation from sensor/source through processor/exploitation to determine where inefficiencies and latency exist and how these processes can be improved in the future operational environment to support targeting and better decision making.
In other data news, on January 16th, BiometricUpdate.com published an article entitled ICE using data and probability to decide where to detain and arrest people. In this story, Anthony Kimery reports that ICE is using a $160 million Palantir-built analytics platform called ELITE to drive enforcement decisions based on probabilistic “confidence scores,” effectively guiding operations by neighborhood rather than specific warrants. The article highlights how this shift toward geospatial, data-driven targeting relies on broad identity and location data and raises questions about constitutional and legal boundaries.

“Speaking to reporters outside the White House, [Department of Homeland Security Secretary Kristi] Noem framed the encounters as a routine extension of 'targeted enforcement,' even when they involved individuals not named in any arrest order. 'In every situation we are doing targeted enforcement,' Noem said. 'If we are on a target, and doing an operation, there may be individuals surrounding that criminal that we may be asking who they are and why they’re there and having them validate their identity.'”
