Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the Defense Information Systems Agency (DISA)’s initiative to enhance their Defensive Cyber Operations (DCO) through the use of Artificial Intelligence (AI) and Machine Learning (ML). Their goal is a comprehensive solution that supports data acquisition and processing, model development, and ongoing operational support.

 

  • Department of Defense (DoD), Defense Information Systems Agency (DISA) — Artificial Intelligence - Machine Learning Capabilities - A prominent issue DCO analysts face today is dealing with the huge volumes of cyber data.  DISA is seeking information on identifying AI-powered solutions that can analyze vast amounts of log, sensor, alert, and telemetry data to identify anomalous and potentially malicious activity.  Instead of manual data exploration, correlation, and log analysis, DISA is interested in exploring how AI based approaches can be applied to proactively detect unknown cyber threats from cyber sensor data and real-time threat intelligence that generates actionable, prioritized leads for cyber DCO analysts.

 

In other data news, on March 28th, PYMTS published an article entitled White House Wants Chief AI Officers to Keep Federal AI Use Responsible. This story explores the White House's requirement that federal agencies appoint chief AI officers within 60 days to ensure compliance with new rules aimed at mitigating risks associated with artificial intelligence. The policy builds upon President Biden's October Executive Order mandating that agencies inventory AI systems, assess potential harms caused by AI, and implement safeguards to protect civil rights and safety.

 

  • One focus of the new policy is an attempt to mitigate algorithmic discrimination, flaws in computer systems that result in inequality, and discrimination based on legally protected traits, like race and gender. The Office of Management and Budget (OMB) will require federal agencies to actively assess, test, and monitor potential harms caused by AI systems to ensure these systems do not perpetuate biases against specific demographics.”

The DIOD methodology is an innovative approach to data sharing that successfully hides the identity of the system from which data originates, while still maintaining the functional dependencies required for AI research. It employs a non-invertible process to introduce deception into the data, ensuring the confidentiality of the original system's governing laws. Unlike traditional methods that can often degrade data quality or provide incomplete protection, DIOD preserves the crucial correlations needed for AI analysis. This enables researchers to utilize the data without jeopardizing the exposure of proprietary information.

Agricultural Pesticide Use Data

Dept. of the Interior

Information on the amount and distribution of pesticide usage in the U.S., as well as seed trait information indicating the use of genetically modified crops, is needed in order for the U.S. Geological Survey’s (USGS) Water Resources Availability Program (WRAP) to study the effects of pesticides on water quality. Among a variety of products, USGS produces summary tables for the total U.S., maps that show the distribution of the estimated agricultural use of selected pesticides, and various models that relate estimated pesticide use to water quality.

ID.me subscription bundle and support services

The National Archives and Records Administration (NARA) has a requirement for ID.me Identity and Access Management (IAM) Credential Service Provider (CSP) Software-as-a-Service (SaaS) solution which includes identity proofing subscriptions for new and existing ID.me users. The ID.me CSP SaaS solution will enable Veterans (and their designated representatives) to verify their identity via the required identity proofing subscriptions, as well as authenticate them when they require access to NARA’s NextGen Case Management and Reporting System (CMRS).

“With this new data, public sector organisations will be even better supported to detect fraudulent claims on public funds through contracts, grants and loans,” the government stated in its announcement, adding that the tool will “continue to be regularly updated with new datasets, each increasing the government’s ability to detect fraud committed against the public sector”.

Facial recognition by UK law enforcement raising concerns for privacy watchdogs

“We do not keep your data. If there is no match, your data is immediately and automatically deleted in seconds,” says Lindsey Chiswick, director of intelligence for the Met and national lead for facial recognition. “An independent study has confirmed the algorithm we use is accurate.
