Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with a requirement from the Office of the Comptroller of the Currency (OCC) for data on corporate establishments -- physical locations of businesses -- in sectors such as commercial real estate, manufacturing, and agriculture. This solicitation replaces the OCC’s previous RFI (#2031JW22N00011), entitled OCC’s Geospatial Corporate Establishment Database Tool, Data Files Portal, and/or Data File Reporting Services.

 

  • Department of Treasury, Office of the Comptroller of the Currency (OCC) — OCC’s Corporate Establishment Data - The Office of the Comptroller of the Currency (OCC) is seeking sources available to support an upcoming requirement for Corporate Establishment Data. The Government intends to utilize the Corporate Establishment Data received to conduct further analyses and measurements. Therefore, Corporate Establishment Data level information should include, but not be limited to: address, headquarter linkages, industry classification, establishment level employment and sales, and establishment type; identify the history of firms/organizations that have operated at a given address over time, the firm’s name, industry classification (SIC, NAICS, or both), establishment-level employment, and sales data.

 

In other data news, on February 20th , Nextgov/FCW published an article entitled DOD's AI strategy leans on high-quality data. In this story, Craig Martell, DoD's Chief Digital and Artificial Intelligence Officer, emphasizes the importance of high-quality data in the Department's AI strategy, and highlights the need for partnerships with the private sector to achieve this goal.

 

  • We want to build this AI scaffolding in such a way that vendors can show up to play understanding the rules, and model builders in the department can come to us and say, ‘I need to build the following kind of model,’” Martell said. “And we have the playbook, which includes a list of vendors who know how to follow the rules or are abiding by the right rules. And we’re working very hard on this.”

USPTO set to award $70m contract to improve AI-driven patent search

Last week (February 15), the office announced its intention to grant the five-year contract to Accenture Federal Services (AFS), which was “the only known qualified source” for the job.

FTC concludes Twitter didn’t violate data security rules, in spite of Musk's orders

The investigation arose from the late 2022 episode informally known as “The Twitter Files,” where Musk ordered staff to let outside writers access internal documents from the company’s systems. However, the FTC says Twitter security veterans “took appropriate measures to protect consumers’ private information,” likely sparing Musk’s company from government repercussions by ignoring his directive.

Pentagon explores military uses of emerging AI technologies

On Tuesday, the Pentagon began meeting with technology industry leaders to accelerate the discovery and implementation of the most useful military applications. The consensus: Emerging artificial intelligence technology could be a game-changer for the military, but it needs intensive testing to ensure it works reliably and has no vulnerabilities that could be exploited by adversaries.

FDA warns industry of ‘fraudulent’ third-party data in device applications

The FDA reminded device companies of their responsibilities after seeing “an increase in submissions containing unreliable data generated by third-party test labs, including from numerous such facilities based in China and India.” Including such data in premarket submissions harms manufacturers, patients and healthcare providers by delaying access to devices and disrupting supply, the FDA wrote.

FTC fines Avast $16.5 million in the US for selling user browsing information without permission

The FTC further accused Avast of deceiving customers by promising protection against online tracking while simultaneously selling their browsing data. By doing so, the company breached consumer trust and undermined the very principles upon which its reputation rests. Despite assertions that the data it shares with third parties are anonymous, Avast did not properly anonymize the information. This leaves users vulnerable to identification and potential harm.

As governments race to integrate generative artificial intelligence tools into their operations and digital services, a report published Wednesday by the consulting firm McKinsey offers states a framework it calls “Pilot, Scale, Adopt.” The report provides a template states can use over a six-month period to effectively implement generative AI in statewide data governance practices. It includes tasks for governor’s offices, executive agencies and top technology officials.

Scale AI to set the Pentagon’s path for testing and evaluating large language models 

According to a statement the San Francisco-based company shared exclusively with DefenseScoop, the outcomes of this new one-year contract will supply the CDAO with “a framework to deploy AI safely by measuring model performance, offering real-time feedback for warfighters, and creating specialized public sector evaluation sets to test AI models for military support applications, such as organizing the findings from after action reports.”
