Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the Army's request for information from vendors capable of providing innovative solutions to modernize warehouse operations using automation technologies such as artificial intelligence and robotic process automation, aiming to optimize supply chain efficiency while minimizing manual labor and errors.

 

  • Department of Defense, Department of the Army — Request for Information (RFI) Supply Support Activity - Army - In support of market research, the Government is requesting information from interested vendors with regards to Industry’s capabilities to assess current warehouse operations, identify capability gaps and opportunities for optimization utilizing cutting edge technology (Artificial Intelligence) to design a solution to meet the desired end state and then subsequently field the solution. The use of existing commercial off the shelf, non-developmental technology is desired to the maximum extent possible. The Government’s desired end state is a more efficient supply chain that can receive, issue, pack, label, inventory management, store stock and distribution utilizing minimal touch labor while significantly increasing operations efficiency and accuracy.

 

In other data news, on February 7th, The Conversation published an article entitled DOJ funding pipeline subsidizes questionable big data surveillance technologies. In this story, Andrew Guthrie Ferguson details the Department of Justice's funding of predictive policing technologies despite evidence of their ineffectiveness and bias, prompting concerns from lawmakers and researchers. While the DOJ is now evaluating the impact of these technologies on civil rights and liberties, the funding pipeline continues to support the development and deployment of potentially invasive surveillance systems with minimal oversight.

 

  • The problem, as indicated by Sen. Wyden’s letter, is that in subsidizing experimental surveillance technologies, the Department of Justice did not do basic risk assessment or racial justice evaluations before investing money in a new technological solution. As someone who has studied predictive policing for over a decade, I can say that the questions asked by the senators were not asked in the pilot projects.”

FTC Opens Inquiry Into AI Partnerships, Signaling Intensified Focus on Emerging Tech

On January 25, 2024, the Federal Trade Commission (FTC) launched an inquiry scrutinizing the investments and partnerships of Alphabet, Microsoft and Amazon relating to growing artificial intelligence startups Open AI and Anthropic.1 The announcement occurred the same day as the FTC’s first-ever tech summit discussing competition risks around AI. Both moves represent the latest in a string of recent developments illustrating that the FTC and Department of Justice (DOJ) are closely monitoring this burgeoning technology.

FCC bans AI-generated voices, grants states legal authority

“Bad actors are using AI-generated voices in unsolicited robocalls to extort vulnerable family members, imitate celebrities and misinform voters,” FCC Chair Jessica Rosenworcel said in a statement. “We’re putting fraudsters behind these robocalls on notice. State attorneys general will now have new tools to crack down on these scams and ensure the public is protected from fraud and misinformation.”

All Pentagon contracts should secure data rights, says advisory board

The board said the NDAA proposal — which it called an “initial action” to address the department’s broader data access issues — would ensure that all future DOD vendor agreements “incorporate clear language on data rights and interoperability that manages data procured or generated under defense industrial contracts, and that facilitates, safeguards and future-proofs DOD’s access to this data.”

Washington D.C. announces AI strategic plan, AI testing 'sandbox'

In an interview with StateScoop, interim Chief Technology Officer Stephen Miller said the effort is to ensure the technology is safe and not “exacerbating any inequality across any given demographic,” while also requiring agencies to use AI to innovate. The plan incorporates public input, including an advisory group for “AI value alignment” that aims to include those from diverse backgrounds and experts in disability rights.

AI laws inevitable but not right for today, says UK government

In a new AI policy paper, the government said legislating for AI would only make sense when understanding of the risk it poses “has matured”. It said that is not the case yet and has instead signalled that it will pursue a more flexible approach to AI regulation, in the short term at least, marking a point of major differentiation between the UK approach to AI regulation and that of EU legislators with the EU AI Act.
