Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the Naval Surface Warfare Center's request for participation in the Robust Artificial Intelligence Test Event (RAITE) 2025, which focuses on AI and autonomy technologies. Participants are invited to contribute and take part in an event designed to test and advance AI capabilities, with a particular emphasis on multimodal data, cyber-enabled AI networks, and large language models.

 

  • Department of Defense (DoD), Department of the Navy, Naval Surface Warfare Center — Robust Artificial Intelligence Test Event (RAITE) 2025 - This Special Notice is being issued by Naval Surface Warfare Center, Crane Division (NSWC Crane), in support of the Chief Digital and Artificial Intelligence Office (CDAO) and other entities within the Department of Defense (DoD). RAITE is structured as a red/blue team test event focusing on Artificial Intelligence (AI) and autonomy technologies on a cyber-physical range. The mission of RAITE is to provide academia, industry, and government a unique environment to holistically test AI capabilities. The collaborative, real-time, representative test pushes AI capabilities in terms of attacks and defenses to address critical technology gaps.

 

In other data news, on March 4th, Federal News Network published an article entitled OSINT leaders see ‘abundance of opportunity’ in 2025. In this story, Justin Doubleday describes the efforts of the Office of the Director of National Intelligence (ODNI) to scale its open-source intelligence (OSINT) efforts with a focus on standalone OSINT product lines and commercial data integration.

 

  • “If you look at the Presidential Daily Brief, 20% at a minimum of all of the citations that are leveraged in the PDB come from open source intelligence,” [Jason] Barrett [IC OSINT executive at ODNI] said. “Yet open source intelligence only accounts for half of 1% of the overall intelligence budget of the United States.””

Brand Name Only - FENIX Subscription

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) D1 Explosive Ordnance Disposal (EOD) Team, Information Services Branch (Code D14) is seeking a brand name commercial firm fixed price contract for the Fenix-Insight, which is a paid subscription EOD focused database that uses an Artificial Intelligence (AI) technology to scour the internet for explosive ordnance information. The AI portion is capable of crawling through social media as well as traditional web and news sites.

Securities and Exchange Commission

The Securities and Exchange Commission uses Google Analytics to collect traffic data to two public-facing and two intranet websites. All four of these websites are managed using the Drupal content management system. Each website has its own Google Analytics property.

UK government signs £65m deal to protect satellites

UK Space Agency

The Borealis command, control and data processing system compiles and processes data from multiple sources, which the government said makes it quicker and easier to monitor space. The new technology will provide the UK military with a better understanding of the Space Domain, improving military commanders’ decision-making processes and supporting operations.

Albedo secures $12 million STRATFI contract

Dept. of Defense

Clarity-1 is designed to collect 10-centimeter visible imagery and thermal infrared imagery with a resolution of two meters per pixel. Government and commercial satellite operators are developing satellites to operate in VLEO to obtain high-resolution imagery, avoid congested regions of low-Earth orbit and speed up communications with airborne and ground systems.

In support of both access and cyber security, the community requires an enhanced software solution that isolates risky websites and prevents system infection with malicious code while improving security controls and providing enhanced logging for user accountability.  Silo web browser provides a virtual browser as a service that isolates all internet web browsing traffic by offloading browser functions to a secure cloud environment, and logically sending remote browser session images into interagency units to be securely displayed through another browser without exposing any cybersecurity risks associated with malicious code.

Login.gov is key to administration anti-fraud efforts, GSA official says

The director of GSA’s Technology Transformation Services, Tesla alum Thomas Shedd, told agencies using Login.gov that the program won’t be affected by the recent elimination of GSA’s tech consultancy 18F, which helped build identity service during the Obama administration. “I can assure you that Login.gov’s work carries forward as a critical part of Government-wide efforts to promote efficiency and fight fraud,” Shedd wrote in a Monday email obtained by Nextgov/FCW. “To that end we are working to accelerate Login’s roadmap. More to come on that soon.”

Civil liberties groups urge spy chief to declassify parts of contested surveillance program

It is widely believed, and has been reported, that the renewal discreetly expanded 702’s legal definition of “Electronic Communications Service Provider” to include data centers, allowing them to be used as surveillance collection points. Privacy groups argue the change significantly broadens the government’s spying authority and would allow the intelligence community to compel U.S. businesses to assist in Section 702 surveillance matters.

NGA suspends Ukraine’s access to commercial satellite imagery

The NGA shares access to “map-ready, unclassified imagery” for more than 55 foreign partner nations, as well as with the Defense Department and other US federal agencies via the Global Enhanced GEOINT Delivery (GEGD) system. However, several industry sources said that their companies have not been blocked by NRO from taking pictures over Ukraine.

Former ICE officials clash on agency’s need for increased data access

In a House Oversight and Government Reform Committee hearing, witnesses for the Republican majority testified that ICE needs streamlined data-sharing across agencies, access to critical data sources (such as the Department of Motor Vehicles records) and a new data platform.

Catch & revoke': Trump administration to use AI to revoke students' visas over pro-Hamas posts

While signing the legislation, the Republican firebrand pledged to deport non-citizens and college students, especially those who took part in the pro-Palestinian protests that rocked different US campuses last year. The official said that the AI-fueled initiative will be called “catch and revoke” and will focus on conducting AI-assisted reviews of tens of thousands of student visa holders’ social media accounts.

Republican secretaries of state ask DHS for better data to check for noncitizen voters

The SAVE program is a service administered by DHS’s U.S. Citizenship and Immigration Services that allows agencies to check citizenship or immigration status, but it’s outdated and reportedly clumsy to operate. Searches require certain identifiers, like alien registration numbers, and searches can’t be performed using more common personal information, like names and dates of birth. The secretaries of state asked that Noem make the system available to states at no cost, to make it possible to conduct searches using more identifying information and to make it possible to search for multiple voters at once.
