Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. In other data news, on April 3rd, NextGov/FCW published an article entitled DOD is looking to grow its marketplace for speedy acquisitions of innovative tech. In this story, Edward Graham describes the Department of Defense's efforts to expand its Tradewinds Solutions Marketplace, an innovative procurement approach that targets innovative solutions from suppliers who are not traditional government contractors. Utilizing video pitches, the Marketplace, overseen by the Chief Digital and Artificial Intelligence Office, streamlines the procurement process and enhances accessibility for smaller firms, ultimately fostering a more efficient and inclusive acquisition environment.

 

  • During a keynote speech at CDAO’s defense data and AI symposium in February, Chief Digital and Artificial Intelligence Officer Craig Martell said his office was focused on expanding the Tradewinds marketplace to make it easier for companies to enter into DOD contracts. Martell is poised to step down from his position at the end of this week.”

Access to Market Share and Survey Data for Food Supply Monitoring and Surveillance of the U.S. Market

The objective of this acquisition is to obtain access to national retail sales scanner data from markets representing the total U.S. for the years 2018-2024 initially and each subsequent rolling 5-year period over the period of this contract as well as access to out-of-stock and weekly sales data for select categories, additional product data and information, and the option to acquire other data types (e.g., eCommerce, consumer data, eating pattern data).

USAF Publicly Available Information (PAI) Tool Suite (TS) and Baseline Services

A22M has a requirement for licenses and 24-hours a day, seven days a week, performance-based services, access, and training for publicly available information (PAI) search and exploitation tools that directly support the PAI Program mission. The USAF PAI TS will enable USAF access to the broad application of PAI to enable intelligence research, operational research, all source intelligence fusion, automation of PAI analytics, and the utilization of feature-rich applications that enable an unprecedented level of operational force collabortion.

SwRI Awarded $6.4 Million to Advance Cognitive Electronic Warfare

The United States Air Force is tapping into the extensive expertise of Southwest Research Institute’s Advanced Electronic Warfare team with a $6.4 million contract to explore cognitive electronic warfare (EW) algorithms, which accurately detect and respond to unknown enemy radar threats in real time.

The IC's New OSINT Strategy Gets the Basics Right

The strategy outlines the priorities as streamlining data acquisition, developing technologies to both collect and analyze data, strengthening coordination of collection across the IC, updating and standardizing OSINT tradecraft, and developing the OSINT workforce. A classified version of the strategy is also in the works.

Milwaukee police seek ‘open source intelligence tool’ for RNC

The Milwaukee Police Department (MPD) is seeking to acquire an “open source intelligence tool” in time for the Republican National Convention (RNC) in July. A notice to solicit potential vendors was issued by the city of Milwaukee on Tuesday, March 26, outlining requirements any product would need to meet to be considered. The chosen product will add to local law enforcement agencies’ intelligence-gathering tools during the political convention.

Intelligence community gets a chief AI officer

The top U.S. spy office has tapped a research official to spearhead the intelligence community’s work on AI. John Beieler, who serves as Director of National Intelligence Avril Haines’ top science and technology advisor, has been named chief artificial intelligence officer at the Office of the Director of National Intelligence. Beieler confirmed his additional role during a speech today at an event hosted by the Intelligence and National Security Alliance in Arlington, Va.

A Tale of Two Regulators: The SEC and FCA Address AI Regulation for Private Funds

2023’s excitement for generative artificial intelligence (AI) prompted the SEC to respond on multiple fronts – stump speeches, rulemaking, new exam priorities and sweeps and previewing potential enforcement actions. SEC Chair Gary Gensler raised concerns regarding potential conflicts and investor harm resulting from the proliferation of AI and warned that an AI-caused financial crisis is nearly unavoidable absent regulation.

US, EU update shared AI taxonomy, unveil new research alliance

“Through this groundbreaking initiative, EU-U.S. scientific cooperation in AI is channelled to foster innovative research that can set the groundwork to advance societal well-being,” the announcement reads. The collaboration will focus on applying AI systems to areas like energy optimization, emergency response, urban reconstruction and extreme weather forecasting.

EU: Regulators probe data brokers, credit rating agencies

A campaign group has asked EU regulators to investigate several data brokers, credit rating agencies, and adtech companies to see if they are breaching the General Data Protection Regulation (GDPR). Privacy International filed several complaints to the British, Irish, and French data regulators on Thursday, November 8, against data broker Acxiom, software giant Oracle, credit rating agencies Experian and Equifax, and adtech companies Criteo, Quantcast, and Tapad. The group alleges that the companies, which buy and sell the data of millions of online consumers, cannot legally collect such information.

Senate Bill Looks to Fight Spending Fraud With Successor to PRAC

The bipartisan Government Spending Oversight Act would establish the Government Spending Oversight Committee, a successor to the Pandemic Response Accountability Committee (PRAC) – which is scheduled to sunset on Sept. 30, 2025. Congress created the PRAC as a part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act in 2020 to help combat COVID-19 fraud. Notably, the PRAC created a shared data analytics center that powers pandemic-related investigations across Federal agencies, which it estimates has led to the recovery of $1.95 billion of stolen funds.

Researchers at Georgetown are using Data to Generate Policy-Driven Solutions to Forced Migration Issues

Among her recent projects, Ferris has been working with the IOM on the Periodic Global Report on the State of Solutions to International Displacement (PROGRESS) project, a new initiative which uses data to “offer people-centered and operationally-relevant insights to expand the evidence base about interventions that contribute to helping displaced communities find solutions and pathways out of displacement,” according to the IOM’s webpage.

Big Tech cos in race to buy training data for artificial intelligence

Reuters spoke to more than 30 people with knowledge of AI data deals, including current and former executives at companies involved, lawyers and consultants, to provide the first in-depth exploration of this fledgling market - detailing the types of content being bought, the prices materializing, plus emerging concerns about the risk of personal data making its way into AI models without people's knowledge or explicit consent.

Sam vs Sundar: YouTube, Alphabet accuse OpenAI of stealing videos to train Sora AI, may file lawsuit

Although there isn’t much clear proof of this, several AI experts, including some people from Alphabet, believe that Sora’s OpenAI’s AI video generator was trained on data scrubbed from video platforms and social media platforms like YouTube and Instagram. If OpenAI did indeed use this data to train Sora, it did not get any clearances or licenses from the platforms. And this may cause trouble for Sam Altman’s AI venture.
