Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the Army's Joint Analytic Real-time Virtual Information Sharing System (JARVISS) RFI, which seeks support for real-time threat monitoring and information sharing across DoD installations and law enforcement communities. The contractor must provide software licensing, 24/7 support, system maintenance, and multi-source data integration while maintaining 99% reliability and secure operations.

  • Department of Defense (DoD), Department of the Army — FY 2025 JARVISS RFI - JARVISS enhances the Army/DOD’s information-sharing capabilities by standardizing baseline threat information-sharing policy and operations, and allows users to view common threat information and references before, during, and after an incident. The real time reporting of threat information shall be available through both a web log-in and a mobile application to all licensed users.

In other data news, on December 26th, Federal News Network published an article entitled Government reform starts with data, evidence. In this story, Kshemendra Paul discuses the opportunity for federal agencies to improve efficiency and reduce waste by implementing a government-wide, data-driven common operating picture. Paul makes the case for appointing a Federal Chief Data Analytics Officer to oversee this transformation, suggesting that better data integration and transparency would lead to smarter decision-making and significant cost savings across agencies.

  • One of the main reasons for agency sluggishness is the lack of agency and governmentwide use of synchronized, authoritative and shared data to support how the government manages itself. For example, the Energy Department IG found that, '[t]he department often lacks the data necessary to make critical decisions, evaluate and effectively manage risks, or gain visibility into program results.' It is past time for the government to commit itself to move away from its widespread use of data calls, the error-prone, costly and manual aggregation of data used to support policy analysis and decision-making.”

Jarod Koopman, IRS Criminal Investigations’ executive director of cyber and forensics, said in a recent interview that online payment fraud now exceeds $360 billion annually, and that check fraud is “skyrocketing.” “What used to take a significant amount of effort, going into some type of a social media-type exploit or a hack, they can now do this with AI that’s much more efficient, much more effective, and certainly much more volume at high speed,” Koopman said.

Via genAI pilot, CDAO exposes ‘biases that could impact the military’s healthcare system’

The Pentagon’s Chief Digital and AI Office recently completed a pilot exercise with tech nonprofit Humane Intelligence that analyzed three well-known large language models in two real-world use cases aimed at improving modern military medicine, officials confirmed Thursday. In its aftermath, the partners revealed they uncovered hundreds of possible vulnerabilities that defense personnel can account for moving forward when considering LLMs for these purposes.

FTC Provides Recommendations on Preventing and Mitigating Cyber Risks in Developing AI and Other Products

The overarching risk the FTC identifies in relation to product development is the potential for companies to create “valuable pools” of personal information that can be targeted and exploited by bad actors. Essentially, developing more and better datasets creates more cyber risk, particularly in the form of data breaches and digital threats like ransomware.

Our approach to improper payments is failing; the 2024 numbers explain why

It’s tempting to want to celebrate the latest improper payment numbers—just announced as being at their lowest level in a decade— as a great success story. And indeed, the administration is celebrating. But dig deeper, and the headline figure hides troubling problems in the data and methodologies that speak to the systemic issues that have plagued the improper payments effort for decades.

Weaponization of the Periodic Table Crimps U.S. Critical Minerals Supply Chains

The People’s Republic of China (PRC) recently banned exports to the United States of three critical minerals — antimony, gallium, and germanium — along with other high-tech materials that are used in industries that are vital to U.S. national security, including defense, energy, and healthcare. The move amounts to a weaponization of the Periodic Table and highlights a strategic vulnerability that could disrupt defense and industrial supply chains. Within hours of the export ban announcement, Exiger was called on by key clients within the Defense Industrial Base (DIB), Capitol Hill, and multiple government agencies to do a quick-turn analysis of impacts on critical supply chains.

How will AI, regulators and the government intersect in 2025?

While the FDA has already handed down green lights to more than 1,000 different medical devices and pieces of software powered by AI and machine learning at last count, none of them so far have the ability to update their own programming and keep pace with new data. Their algorithms are locked once they head to the clinic, and they are designed to offer the same conclusion each time they are faced with the same input. But, urged along by the rise of generative AI, software that can improve its performance through real-world feedback may finally be on the horizon in 2025—and both the agency and the industry have recently made strides in preparing for future applications.

The Intersection of AI and OSINT: Advanced Threats On The Horizon

Integrating artificial intelligence with OSINT can enhance the ability to collect, process and analyze massive amounts of publicly available information. AI can also help uncover hidden patterns and make predictions from large datasets. While this significantly boosts the defenders’ ability to gather and analyze security data points, attackers can also leverage AI-enabled OSINT in their malicious endeavors.
