Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the FBI's request for capability statements describing tools that analyze public internet content, particularly social media, to investigate criminal activities and threats. The RFI seeks innovative solutions to enhance the FBI's ability to lawfully gather, organize, and analyze data while safeguarding privacy and civil liberties.

 

  • Department of Justice (DoJ), Federal Bureau of Investigation (FBI) — Open-Source Intelligence Tools - The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Directorate of Intelligence (DI), Information Technology Section (ITS) is seeking vendor supported Open-Source Intelligence tools and services that collect Publicly Available Information (PAI) and / or Commercially Available Information (CAI) from the internet and social media platforms. The objective of the Request for Information (RFI) is to survey the landscape of Social Media and OSINT tools that exist across the market and meet the capabilities set forth below. The FBI is looking both at major OSINT collection systems and smaller systems that may contain focused information collection capabilities.

 

In other data news, on December 18th, The Federation of American Scientists (FAS) published an article entitled Public Comment on Executive Branch Agency Handling of CAI containing PII. In this story, Clara Langevin & Karinna Gerhardt describe the Federation of American Scientists' recommendations for federal agencies to enhance the responsible use of commercially available personal data. Their proposals include creating a FedRAMP-style authorization framework for data vendors, expanding privacy assessments, and leveraging privacy-enhancing technologies to improve data governance and public trust.

 

  • The United States federal government is one of the largest customers of commercial data brokers. Government entities increasingly use CAI to empower public programs, enabling federal agencies to augment decision-making, policy development, and resource allocation and enrich research and innovation goals with large yet granular datasets. For example, the National Institutes of Health have discussed within their data strategies how to incorporate commercially available data into research projects. The use of commercially available electronic health records is essential for understanding social inequalities within the healthcare system but includes sensitive personal data that must be protected.”

Managed Attribution and Secure Remote Web Browsing

Treasury AI report seeks to mitigate risks in financial services sector
