Medicaid on the Line—Act Now!

Impact of Proposed Federal Cuts on New York Medicaid Funding

While the current draft of the federal budget bill doesn’t directly cut Medicaid for Home and Community-Based Waiver Services, the financial impact of the proposed reductions poses a serious threat to IDD services in New York. Just yesterday, Governor Hochul released new details on the bill’s impact. If passed as written:


  • More than 240,000 New Yorkers could face higher insurance premiums
  • Couples could see monthly costs jump by 38% due to the loss of enhanced tax credits
  • One-third of enrollees in the Essential Plan could lose coverage


These impacts are broken down by Congressional district here. We encourage you to share the local impact in your conversations with legislators, and to convey your concern that New York can’t close these huge gaps in coverage without impacting other Medicaid-funded programs.


Pushback from Legislature and Advocates

In positive news, on Friday, June 6, all seven of New York’s Republican House members sent separate letters to Majority Leader Thune and Senate Finance Chair Mike Crapo urging a delay in certain provisions of the bill. They warned it would force New York to cover 500,000 people using only state funds—placing a massive burden on both taxpayers and state systems.


The Arc New York also joined over 1,100 organizations in submitting a letter urging the Senate to protect Medicaid and highlight the harmful effects of the proposed bill.


Yesterday, Assembly Speaker Carl Heastie, Senate Majority Leader Andrea Stewart-Cousins, and key Senate and Assembly members held a press conference demanding the US Senate halt Medicaid cuts and safeguard healthcare for all New Yorkers.



With the House of Representatives on recess the week of June 16, it’s crucial to meet with them—this bill is expected to return to the House for final approval once the Senate finishes its revisions.
