Dear Colleagues,
In this brief top note, I want to provide a few updates and good news.
Federal Government Shutdown Ends: The federal government is in the process of fully reopening after the president signed a continuing resolution to provide discretionary funding to agencies through January 30, 2026. The NIH is working quickly to address disruptions caused by the six weeks of closure (see here: NOT-OD-26-005).
The primary disruption is on peer-review of cycle 2 submissions. Rescheduling details for the missed study section and advisory council meetings that were to take place during the shutdown period will be provided soon. It is likely that investigators who have proposals under consideration in cycle 2 will experience a 3-to-4-month delay in funding decisions.
Federal Court Injunction Against UC Funding Threats: A federal judge has issued a preliminary injunction preventing the Trump administration from cutting federal funding or imposing fines on the University of California system, including UCLA, over allegations of antisemitism and discrimination (see here: text of preliminary injunction).
The ruling by U.S. District Judge Rita Lin requires the administration to provide notice and conduct hearings before imposing penalties, citing violations of constitutional protections under the First and Tenth Amendments.
