He saved Austrian Jews by stamping Chinese visas in their passports with the destination given as Shanghai. Jews from elsewhere in Europe followed suit and created a large refugee community. He said, "Seeing the tragic plight of the Jews, it’s only natural to feel deep compassion, and from a humanitarian standpoint, to be impelled to help them."
