Program Performance Report
We do not have any new information on due dates for the FY 2017 PPR. If you have not developed your report, please do so by using the Word template available on the itacchelp.org website under the “Federal Reporting & Resources>Program Performance Reports” tab. The
Program Performance Report (PPR) Template in Word has been updated. In the previous version of the draft document, the field to report IFA 2.5 percentage was not included and the newly posted document reflects the reporting field.

Enhancing Council Program Opportunities and Improving Fiscal Accountability

Technical Assistance Institute (TAI) 50 out of 56 Councils have made plans to attend!
July 9-10, 2018
All Councils are strongly encouraged to attend the TAI next month. The majority of the Institute will focus on Fiscal topics with information you can use to effectively manage the federal grant award. Designated State Agency fiscal personnel are also encouraged to attend. As previously indicated, the costs associated with travel to the TA Institute are allowable. Chairperson Leadership Training -
July 9, 2018
Chairs and other member leaders of DD Councils are encouraged to register and attend this leadership training scheduled for Monday, July 9, 2018. This biennial training event is designed to provide learning opportunities through education in a peer setting for Chairs, and to build capacity for other member leaders serving in leadership roles. Self-Advocacy Mandate - Q & A
Last month, ITACC highlighted one of the three mandates. related to self-advocacy in the
DD Act
. The third mandate states,
"
Establish or strengthen a program for the direct funding of a State self-advocacy organization led by individuals with developmental disabilities." (DD Act, Section 124 (c)(4)(ii)(I-III)
What does the mandate really mean?
For states/territories that already have an established State self-advocacy organization, Councils can strengthen State self-advocacy organizations in a variety of ways, including but not limited to funding, in-kind support, training and technical assistance, or other supports. It is expected that the state self-advocacy organizations be developmental disability focused.
Two examples of the many ways that Councils can support this mandate...
- Example #1 - Council supports a coalition for supported decision-making that includes the State self-advocacy organization, developmental disability provider agencies, State Independent Living Centers and other stakeholders to educate advocates and families through outreach, policy initiatives and an educational website.
- Example #2 - Council supports a meeting facilitator to collaborate with a State self-advocacy organization and other stakeholders to identify and develop system change activities for three areas important to people with developmental disabilities. (For example, employment, housing and transportation)
Remember: Each self-advocacy mandate must be addressed every year of the 5-Year State Plan. For additional resources on advocacy, self-advocacy and leadership, visit the

What Does NCI Data Tell Us about the Guardianship Status of Adults with Intellectual and Developmental Disabilities?

A “data highlight” briefly describes an NCI finding, explains its importance and provides additional resources. Data Highlights are concise, easy to read and typically one-page in length. See below for more information on guardianship and a link to the full NCI Data Highlight.
The 2015-2016 Adult Consumer Survey Data indicate that
51
% of participants in the Adult Consumer Survey had a partial or full guardian.
Why does it matter?
People with guardians are not able to marry, enter into contracts, get a driver’s license, sign a lease, make purchases and exercise other choices without the approval of a guardian. People who have guardians cannot participate fully in their own lives
.
Just a couple of ways that DD Councils may want to consider using this data highlight…
>To educate and inform policymakers about compelling statistics related to guardianship. One-pagers are easy to distribute and are more likely to be read than detailed reports.
>Use the state specific example to demonstrate best practice in your Council's advocacy efforts around personal choice.
>Share with stakeholders to start a dialogue in your state/territory to develop a multi-pronged approach to addressing guardianship (i.e. policy, public education and awareness.)

ONE Person, ONE Vote...
One of the greatest things about living in the United States of America is that we are all entitled to vote. Over the years, federal legislation has taken great strides in ensuring people with disabilities have equal access to vote. That said, serious barriers to voting are still widespread. Issues of stigma, lack of accessibility and guardianship are still prominent despite our best efforts. In order to promote the concept of one vote per person – no matter what - many Councils on Developmental Disabilities, along with other partners in the disability community, have created terrific tools and resources to ensure that everyone is registered to vote, has access to the polls, and access to information about the candidates in order to make informed decisions. According to a January 2018 Greenberg Research Survey, 63% of the American electorate is in the “Extended Disability Community” or the community of people with disabilities + allies, family members, friends of people with disabilities, co-workers and those who volunteer or work professionally for disability causes. This means that more than half of the population in America may identify with issues that concern people with disabilities when they go to the polls.
With many states holding primaries in June and others shortly after in lead up to the November mid-term elections, members of your Council and community may need important resources about voting. NACDD is the primary organizer of a one-stop-shop for many resources on disability and voting. Our site, called OneVoteNow.org is a non-partisan curated website that helps people find the resources they need quickly and easily instead of searching multiple organization’s sites. Our partners include the American Association of People with Disabilities (AAPD), RevUp, National Disability Rights Network (NDRN), Autistic Self Advocacy Network (ASAN) and more.
