Appalachian Regional Commission Awarded $50,000 Grant to Town of Mina

WASHINGTON, D.C., June 5, 2025 – Today, the Appalachian Regional Commission (ARC) awarded a $50,000 (no match required) capacity building grant to the Town of Mina made possible through READY Local Governments. The READY programming is designed to help Appalachians build community capacity to envision and enact positive economic change.


The funding was awarded to 51 local governments representing 12 Appalachian states. Prior to municipalities receiving their awards, recipients were required to complete a nine-week virtual course to improve skills in project identification and planning, community engagement in projects, federal grant application development, federal grant regulations and compliance, and more. Rebecca Brumagin, Mina Town Supervisor, and Johanna D’Angelo from Community Connections at Findley Lake, completed the nine-week course last summer.


The Town of Mina was one of only five (5) municipalities in New York State to be awarded the grant. Over the next two years, the Town of Mina plans to implement four cloud-based software programs including: building code enforcement, highway superintendent, accounting & budget preparation, and payroll. The software packages will be tailored to address the needs of New York State municipalities and, once implemented, will allow the Town to function more effectively and efficiently, to reduce the risk of cybersecurity breaches, and to be more responsive to our constituents.


The Appalachian Regional Commission is an economic development entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC’s mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the region achieve socioeconomic parity with the nation.
