The new Downtown Fishers Condo project next to the Nickel plate trail will be set up in a Tax Increment Finance District (TIF). The allocation area will collect property taxes to pay the bond for the infrastructure of the building. The condo will reduce your property tax rates one day because of the property's sizeable assessed value.
Budget/Financial

Items 12 to 15 are Go bonds sold mainly for one-year cash flow. This is because the city will receive property tax payments twice annually. It's similar (except for the timeline) to using your credit card for a monthly purchase and then paying it back when the debt payment is due the next month. Fishers is in a solid financial position with a AAA bond rating. A strong rating equals a low-interest rate on a loan.
