Mayor proposes Event Center.

Mayor Fadness proposes building a city-owned event center to attract more development east of I-69 at 106th south of The District (The Yard). You can visit this link to learn more about the "Next Chapter."

I have reached out to over 7,000 constituents in my district to help me make a good business decision for the city about the proposed Event Center.
  • 6,500 phone texts indicating a 1% Restaurant Sales tax increase
  • Constituent Survey in May 2022 sample of 1,600 homes.
  • Emails & social media comments from constituents
  • One and a half hours of a random survey at the Fisher Farmers Market.
  • Discussions with Friends and business leaders.

I want to thank everyone who took a few minutes to provide feedback. It is your city, and I represent you.

My research showed that most people in Fishers believe the Event Center will be good for Fishers.

At the public hearing, only one citizen spoke against the sales tax increase from 1% to 2%.

Without this sales tax increase, the event center cannot happen. The following comments were from constituents in favor of the event center.
  • We are blessed to live in a wealthy community and the small tax will not likely be noticed by any individual.
  • A person has a choice to eat out or not.
  • Visitors will pay for a portion of the event center and the burden doesn't fall all on Fishers residents.
  • To Keep Fishers moving forward as a highly desirable place to live, we need to invest in amenities.

I have had opposing views on building the Event Center. Generally, the older and more fiscally conservative demographics do not favor this sales tax increase, believing the benefits don't outweigh the cost. On the other hand, younger families favor the event center. The business associations are in favor of the event center.

We are blessed to live and earn our way to live in Fishers. Yes, the restaurant sales tax increase,e like all taxes,s will go on forever. However, The event center should be positive for Fishers with a minimal tax increase that many of us already pay when we dine in surrounding communities.

I have investigated most of the financial or long-term viability and believe Fishers can afford to build the event center without creating future taxpayer stress.
Items 12. and 13. are finance matters for the New City Hall and Arts Center. Although the pledge is from Local Income taxes there are several sources of income that can be used to pay for the new building.

Item 14 is what I consider spillover property that is attracted by the new Event Center. I don't believe we have enough details about this development.

The tax rate will be slightly lowered, but basically flat. Once the budget order is issued by the state in December the rate will be final for 2023. Our cash reserves are about $54 million.

Item 17. authorized the financing for the cost to build the Allisonville and 96th Street Roundabout.

Annual General Obligations Bond

The following two items are approving Go Bonds. These are short-term loans paid to provide Fishers with the ability to start work on projects or purchase needed equipment. As the taxes are collected throughout the year, the bond is paid off. It is a cash flow. YES.
