In the Know: MedChi's November Update


MedChi has the pleasure of hosting several exciting events this November:


The Physician Employment & Practice Ownership Trends in Maryland Webinar will be held Dec. 6, 12-1:30 p.m. Matt Katz, MCK Strategies LLC., will discuss the changing landscape of physician employment and practice ownership. Register here to learn more.


MedChi President’s Open Membership Forum will take place Dec. 16., from 7-9 p.m. Elected President Padmini Ranasinghe and other MedChi speakers will discuss our legislative agenda, plans and updates for the AHEAD program, plans for AI committee activities, member Feedback, and open questions. It is an exciting start to a new MedChi chapter, and I encourage everyone to attend. Register here.


In addition to our events, MedChi is reminding Marylanders that open enrollment on Maryland’s Insurance Marketplace began this month. This is the time of year that anybody can enroll in new coverage or make changes to their current plan without experiencing a qualifying life event. Medicaid enrollment is year-round, and Medicaid-eligible Marylanders may start their coverage immediately. Marylanders who are enrolled in Medicaid must renew their Medicaid coverage once a year through the Maryland Health Connection.


For those who want to enroll in a Medicare plan, or make changes to existing Medicare coverage, Open Enrollment continues through December 7. Individuals do not need to renew their coverage if they are satisfied with their current plans and those plans are still offered through Medicare. Additional information available here.


Finally, as we approach the Thanksgiving holiday, I want to thank our physicians and staff for helping to make MedChi the organization it is. We have accomplished so much this past year, and I'm truly thankful for everyone's efforts and determination. MedChi will close three hours early on Wednesday, so everyone can begin prepping for the holiday. I'm wishing everyone safe travels and the best of luck cooking your turkeys.

MDH is excited to share with you the published State Health Improvement Plan (SHIP)


MDH has also posted state aggregate data for the SHIP metrics in a SHIP scorecard, which can be found here. Scorecards allow us to monitor progress and ensure accountability as we work towards achieving the goals and objectives detailed in the SHIP.


You likely heard that Maryland has signed an agreement with the Centers for Medicare and Medicaid Services to participate in The States Advancing All-Payer Health Equity Approaches and Development (AHEAD) Model. The SHIP will be an important consideration as Maryland plans to implement the AHEAD model. As planning progresses, the SHIP may evolve to align with population health and health equity planning under AHEAD.

CY 2025 Medicare Physician Fee Schedule Final Rule Now Published


The Final Rule includes updated payment rates, updated telehealth policies, and new coding for caregiver training and social determinants of health services. It expands access to preventive and behavioral health care, addresses health equity, and incorporates lessons from value-based care models to strengthen primary care and accountable care organizations (ACOs). The rule also advances drug price controls under the Inflation Reduction Act and modernizes reimbursement for preventive services, telehealth, and advanced care management. These policies will take effect on January 1, 2025, unless otherwise noted. For a more detailed summary, please see the AMA MPFS Final Rule Summary.


DEA & HHS extend Telemedicine Flexibilities for Prescription of Controlled Medications through Dec. 31, 2025


As the end of 2024 approaches, the DEA and HHS announced a further extension of certain Telemedicine flexibilities to allow health care practitioners to remotely prescribe Schedule II-V controlled medications via telemedicine to new and existing patients through Dec. 31, 2025. As a reminder and per MD Code, Health Occupations, § 1-1003, Maryland law prohibits the prescription of Schedule II substances unless certain conditions are met. The Maryland Health Care Commission is requesting feedback from physicians on the important issue of acquisitions of health care organizations and health care market concentration in Maryland. Participants are welcome provide feedback on all or some of the ten questions.
