Flood and Drainage Improvements Underway in Rosenberg

Important flood and drainage improvement construction is currently underway in the City of Rosenberg as part of the Flood and Drainage Mitigation Project. The project includes six construction activities along three major tributaries: Dry Creek, Rabbs Bayou and Theater Ditch, designed to reduce flooding risks to homes, roadways and public safety. Once completed, these improvements are expected to benefit more than 33,455 Rosenberg residents, as well as area schools and businesses.


The Flood and Drainage Mitigation Project is funded by the Texas General Land Office (GLO) through U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant – Mitigation (CDBG-MIT) funds. The City applied for funding through the Hurricane Harvey State Mitigation Competition in October 2020 and was awarded $47,585,955 in May 2021. Following an extensive period of reviews, permitting, and property acquisitions, the project officially began its first construction activities this fall. These drainage improvements support flood protection efforts citywide. Planned activities and current project status include:


Activity 1: Dry Creek (SH 36 to FM 2218)

• Channel improvements, slope paving and culvert upgrades

Status: Engineering design is 90% complete and awaiting final approval from the GLO to include detention ponds. The construction contract is anticipated to be awarded in the coming months.

 

Activity 2: Theater Ditch South (North of Ave N to Dry Creek)

• Channel improvements, concrete slope paving, and culvert upgrades to improve water flow and reduce flooding along the ditch

• Replacement of box culverts at Avenue N and Laurel Street

Status: Channel clearing and slope paving are currently underway from north of Avenue N to north of Airport Avenue. Culvert replacements scheduled in the coming months will require temporary traffic detours on Avenue N and Laurel Street.

 

Activities 3 & 4: Rabbs Bayou and Detention Pond

• Channel and culvert improvements and construction of a 22-acre dry-bottom regional detention pond to reduce flooding along Rabbs Bayou

• Replacement of culverts at Lane Drive, Wilson Drive and Pecan Park Drive

Status: Clearing of wooded areas is nearing completion, with trench burning expected over the next several weeks. Channel improvements and slope paving are ongoing. Culvert replacements in the coming months will require temporary traffic detours on Lane Drive, Wilson Drive and Pecan Park Drive.

 

Activity 5: Graeber Road

• Storm sewer improvements to help reduce area roadway flooding

Status: The construction contract has been issued, and work is expected to begin in the next few weeks. Construction will occur in multiple phases, beginning at the intersection of Airport Avenue and Graeber Road and continuing along Graeber Road toward Avenue N. Temporary road closures will be required, and Graeber Road will be closed to through traffic during construction. Motorists should expect delays in the area.


Activity 6: Theater Ditch North (South of Avenue I to Avenue H)

• Channel slope and culvert improvements to improve water flow and reduce out-of-bank flooding

Status: Channel improvements, including clearing the channel and regrading are currently underway between south of Avenue I to Avenue H.


Once completed, these improvements will:

• Lower floodwater levels along Dry Creek, Theater Ditch (North and South), Rabbs Bayou and Graeber Road

• Reduce the overall floodplain within the project limits

• Improve roadway access during heavy rain events

• Reduce risks to public safety, homes, businesses, roads and infrastructure


Due to grant requirements, all project activities must be completed by November 30, 2026.
