The bill also would exempt businesses from paying a documentary stamp tax on federal emergency loans, such as the Paycheck Protection Program or Economic Injury Disaster Loan Program. Florida is an outlier in charging a documentary stamp tax on loans and this would ensure small businesses have access to the full amount of the loan that was executed for emergency purposes.

- The Florida House and Florida Senate redistricting maps were finalized this week and sent to the Florida Supreme Court for review per the Constitution. The congressional redistricting map was put on hold this week after the Governor’s office requested an Advisory Opinion of the Florida Supreme Court on a minority access district that spans 200 miles from Duval County to Gadsden County. Unlike the House & Senate redistricting map, the Governor has veto authority over the congressional map.
- The House Higher Education Appropriations Committee heard and passed a proposed committee bill on Thursday, now HB 5201. While there are several components to the bill, the Chamber is closely following and supportive of the creation of the Linking Industry to Nursing Education (LINE) Fund intended to meet local, regional, and statewide nursing demands. The fund incentivizes collaboration between nursing education programs and health care partners by creating a match grant fund to produce a pipeline of high-quality nursing graduates ready to enter the workforce. The Chamber appreciates the legislature’s attention to the critical and growing shortage of nurses in Florida, and their efforts to expand and improve Florida’s high-quality nursing programs.
- The House passed a proposal that would add an amendment on the November ballot to limit the subject of citizens’ initiatives to procedural issues or the structure of Florida Government. This was the final committee hearing in the House and the Senate companion has its first hearing on Tuesday in the Senate Ethics & Elections Committee.
- The House Student Assessments bill, HB 1193, passed its first committee this week. HB 1193, by Representative Rene Plasencia replaces the current standardized testing system with a digitalized progress monitoring system. The new system will reinforce student progression throughout the year and increase accountability by enforcing timely notification of performance results.
- Thursday morning the Florida Chamber supported Net Metering, HB 741 proposed by Representative McClure. The bill modernizes Florida’s net metering policy to correct what has become a regressive policy due to the substantial growth in renewable energy resources. The proposed changes will ensure that energy customers in Florida pay their fair share and are not subsidizing the cost of solar generation to maintain a secure, resilient, and robust electrical grid. The bill passed 13-3 and will be heard for the second time in the Senate next Tuesday.
