Board to Host TMCC Meet & Greet
The board is hosting an informal “meet and greet” with TMCC students after its August 22 board meeting in Reno. Board members and staff are looking forward to introducing themselves and answering questions from students in the new BArch program and the AAS Residential Design program. Local members of the architecture and design community are also invited to attend.

The event will be held at 2:00pm in the IGT Hub at the TMCC Pennington Applied Technology Center (475 Edison Way, Reno).

De Leon Awarded Dewey Jones Scholarship
Justin de Leon (432-RD) was awarded the Dewey Jones Residential Design Exam Scholarship at the May board meeting. He is the eighth scholarship recipient. The scholarship, which covers the cost of the RD Exams, is awarded to any residential design candidate who passes all four exams on the first attempt.

The Dewey Jones Scholarship honors the late Dewey Jones (029-RD) and is funded by members of the residential design community. Jones, a board member, was instrumental in the creation of the residential design law.

ARE Rescheduling Policy Updates

Beginning August 1, 2023, NCARB will implement a rescheduling fee for certain rescheduled exams. The new policy is as follows:

* The first time a candidate reschedules a previously scheduled exam appointment, it will be free.
* The second reschedule of the same appointment will cost $50.
* The third and all subsequent reschedules of the same appointment will cost $100.
* This policy applies to individual exam appointments. For example, if a candidate had Practice Management and Project Management scheduled, the first time they rescheduled both appointments would be free.

When NCARB changed exam providers last year, it eliminated rescheduling fees. Many candidates took advantage of the waived fees and the number of rescheduled exams increased substantially. The unintended consequence was decreased availability in test centers, as candidates would book tests, only to reschedule as the date neared.

Residential Design Exam Set for August
The next administration of the Residential Design Exam will be August 24-25, 2023 in Las Vegas and Reno. Candidates planning to take the exam must register for the exam by July 31. Please contact the board office for a registration form.  

Potential applicants who have not yet submitted an initial application for licensure and been qualified to sit for the exam must submit completed applications no later than July 31. The registration process for residential designers is outlined on our website.

Disciplinary Actions
(March 22 through May 23, 2023)
Inquiries are routinely sent to both registrants and non-registrants for alleged violations of Nevada Revised Statutes (NRS) and Nevada Administrative Codes (NAC).  

There were five cases this period that were submitted for board consideration and approved. Additionally, four cases were closed because there was no basis for the allegations or the complaint did not fall within the board's jurisdiction.

The following cases were closed by means of settlement agreement; as part of the agreement respondents agreed to assure compliance with Chapter 623. Should the respondents be involved in a subsequent case and found to have again violated NRS, NAC or Rules of Conduct, the case may be used as an aggravating factor.

Holding Oneself Out and Advertising Qualifications to Practice Architecture, Registered Interior Design or Residential Design: NRS 623.360.1(a)(b)

Case 23-033N
The allegations against Kathy Wheadon, Ken Wheadon and CRSA were that they held themselves out as being qualified to provide services that fall under the practice of architecture without having a certificate of registration with the board. The matter was resolved through a settlement agreement incorporating an administrative penalty of $2,500 plus investigative costs of $1,500.

Holding Oneself Out, Advertising, and Unlicensed Practice of Architecture, Registered Interior Design or Residential Design: NRS 623.360.1(a)(b)(c) 

Case 23-037N
The allegations against Robert Welker and Hoefer Welker were that they held themselves out as being qualified to provide services that fall under the practice of architecture and engaged in the practice of architecture without having a certificate of registration with the board. The matter was resolved through a settlement agreement incorporating an administrative penalty of $12,500 plus investigative costs of $1,500.

Advertising and Unlicensed Practice of Architecture, Registered Interior Design or Residential Design: NRS 623.360.1(b)(c) 

Case 23-040N
The allegations against Vincent Oles and Vincent Oles Architect were that they put out a device saying they were qualified to provide services that fall under the practice of architecture and engaged in the practice of architecture without having a certificate of registration with the board. The matter was resolved through a settlement agreement incorporating an administrative penalty of $3,700 plus investigative costs of $1,300.

Unlicensed Practice of Architecture, Registered Interior Design or Residential Design: NRS 623.360.1(c) 

Case 23-021N
The allegations against Alvaro Velasco were that he engaged in the practice of architecture and residential design without having a certificate of registration with the board. The matter was resolved through a settlement agreement incorporating an administrative penalty of $12,700 plus investigative costs of $2,300.

Case 23-029N
The allegations against Su Huang and Curtis Su Associates were that they engaged in the practice of architecture without having a certificate of registration with the board. The matter was resolved through a settlement agreement incorporating an administrative penalty of $10,000 plus investigative costs of $1,700.
