Poster Session Winner
Tara Foor from Southport High School in Indianapolis is our 2018 Poster Session winner with her poster, Applying Virtual Reality to Today’s Reality . Tara uses virtual reality in her library to connect students with people and places they might not have the opportunity to visit. Tara said her administrators really support her and teachers are requesting her assistance in using virtual reality in their classrooms. Congratulations, Tara!
How you can prepare for the legislative session
Your ILF Advocacy Committee is finalizing the 2019 Policy Priorities as we head into the budget-writing session of the Indiana General Assembly. We encourage you to take three steps to prepare:
  1. Review the list of newly elected legislators in the report from Bose Public Affairs. Additionally several longer-serving legislators have new leadership positions. See committee leadership announcements from the House and Senate.
  2. Explore opportunities to meet with your legislator in the coming months. Attend a Third House session. Network at parties. Invite policymakers and influencers to a special event at the library.
  3. Your "WHY?" - What is your library doing to contribute to Indiana and its residents? Why should legislators maintain policies that support libraries? Perhaps you are educating the workers of the future? Or you are increasing the literacy of residents? Or you are increasing the "quality of place" for local residents? What's your WHY?

Advocacy is one of ILF's key services to members. We will release the 2019 Priorities and Statehouse Day registration in the next issue. Note that ILF is providing the November Bose report to all; future reports are "member only" benefits.  
ILF and Ronald McDonald House at Riley Hospital
ILF is seeking a volunteer or a team of volunteers to lead fundraising efforts to sustain a tradition of providing magazines and periodicals for the families who spend nights at Ronald McDonald House when their children are in Riley Hospital . We have also had conversations with the part-time librarian at Riley about the need for picture books for the children and family visitors in the hospital. To volunteer to lead these efforts, please email us .

Seeking Volunteers

ILF is seeking volunteers to help plan regional conferences in 2019, tentatively planned to be held in Richmond, Mishawaka, Crawfordsville, Sellersburg and Evansville .

We also seek leaders to serve on ILF Committees , Division Leadership Teams , Advisory Boards and special projects .

Submit the volunteer form . The ILF Board will be confirming appointments at its December meeting and in early 2019.
Special Request from your Co-chairs of the ILF Intellectual Freedom Committee

We know that many libraries face questions, challenges or inquiries about content from parents, administrators, patrons and taxpayers. Most often, these are resolved quietly and in alignment with intellectual freedom.

Please take five minutes to report any challenges that your library encountered in 2018 to the ALA online challenge reporting form before December 31, 2018—even if easily resolved. We receive counts, and when you give permission, high-level summary data from ALA, which helps us avoid duplicate survey requests to you. Remember that:

  1. Anyone can report censorship incidents and challenges to library materials or services. You don't have to be a librarian; and
  2. Reports can be made confidentially and anonymously.

Finally, we offer a reminder that now is a good time to review your collection development, donation and reconsideration or challenge policies . Best practice calls us to develop relationships and talk about these policies –before we have a challenge. Learn more .

Clarification on Sales Tax Exemption for Public Libraries
Effective July 1, 2018, sales of tangible personal property by a public library or a nonprofit formed to support a public library (e.g., a “ Friends of the Library ” group), are exempt from the state gross retail tax if the property sold consists of:
 
(1) items in a public library’s circulated and publicly available collections, including items from the library’s holdings; or
(2) items that would typically be included in the public library’s circulated and publicly available collections and that are donated to a public library or to a nonprofit formed to support a public library by individuals or organizations. 
 
In other words, nonprofits formed to support a public library do not have to collect and remit sales tax on their normal sales of used books, videos, and other items from a library’s collection. However, this exemption does not apply to any other sales of tangible personal property by a public library (e.g., food and beverages, furniture, and artwork). The sale by nonprofits formed to support a public library of these other types of tangible personal property would be subject to the rules outlined in Section III above.

Indiana Department of Revenue is expected to issue an updated bulletin within the month.

Devastation documented: 'Life and Limb' shows Civil War toll

The quote is from an unnamed wounded soldier in 1862 during the Civil War, and it is among the horrors of the war presented in a visiting exhibit, "Life and Limb: The Toll of the American Civil War," from the National Library of Medicine.
