Former foster child sees needed changes amid reform

Cadence Wright spent years in and out of the Idaho foster care system, and on her way out, she found her voice. As the Idaho Department of Health and Welfare turns its attention to improving the foster system, Wright, now 18, hopes state leaders don’t forget to listen to the children affected by those policies.
