Fiscal Year 2024 Proposed Budget
City Manager David Hall presented the Fiscal Year 2024 Proposed Budget to the Rowlett City Council at last night’s City Council Meeting. To continue meeting the needs of our growing community, highlights include funding for additional Police Officers and Parks Maintenance staff; for Phase II of the ReCode Rowlett process to update the City’s development codes; to enhance the Asphalt Rehabilitation project; and to facilitate a public safety radio replacement program for the over 400 portable radios utilized for emergency services and events that are reaching the end of their useful life and maintenance eligibility.

- The total Fiscal Year 2024 Proposed Budget is $173.6 million.
- Public Hearing on the ad valorem tax rate for Fiscal Year 2024 will be held during the regular City Council Meeting on Tuesday, September 19.
- The City Council will vote to approve an ordinance formally adopting the Fiscal Year 2024 Budget and Tax Rate during the Special City Council Meeting on Wednesday, September 20.
Fiscal Year 2024 begins October 1, 2023.

New City Council Meeting Schedule Begins Mid-September
Beginning September 18, the City Council will expand their meeting schedule to two nights to allow the time necessary to fully discuss items presented on Work Session agendas.

- Work Sessions will be held at 6:00 PM on the Monday preceding the first and third Tuesday regular City Council Meeting (unless it falls on a holiday, in which case there will be no Work Session).
- The regular City Council meetings will be held at 7:00 PM on the first and third Tuesday of each month.
- Both meetings will continue to take place at Rowlett City Hall.

Rowlett Smart Yard Winners!
Congratulations to Lewis Frias & Family and Ellen Schwab & Family, who were recently named as the Rowlett Smart Yard Winners for Spring 2023.
Thank you to both families for their outstanding efforts in building environmentally friendly gardens. These two family gardens are not only prime habitats for pollinators, but there are evident smart yard practices used such as composting, no pesticides use, mulching, and water conservation.
Rowlett Smart Yard is a program dedicated to the community that allows us, Neighborhood Planning, to recognize residents and business owners that apply environmentally friendly landscaping practices that can save time and money, conserve water, and reduce yard waste and chemical use by simply putting nature to work in Rowlett yards and gardens.

National Senior Citizen's Day
At Tuesday night's City Council Meeting, August 21, 2023, was proclaimed as National Senior Citizen's Day in the City of Rowlett. Make sure to plan a trip to Downtown Rowlett to see the water tower lit in purple on Monday, the 21 to celebrate.

Garland Public Health Clinic Offers No-Cost Vaccinations to Rowlett Residents
As an incentive for community members to get caught up with required vaccinations, Garland Public Health Clinic is waiving administration fees through Thursday, August 31 for Texas Vaccines for Children immunizations for infants and children through age 18 and Adult Safety Net immunizations for adults of all ages.

The Garland Public Health Clinic accepts walk-ins for immunization from 7:30 a.m. to 5:30 p.m. Mondays, Tuesdays, Thursdays and Fridays. Parents should bring a child’s immunization records with them.

Terra Lago Update
On Thursday morning, while continuing the investigation for the recent fire at the Terra Lago Apartments, the Rowlett Fire Marshal observed accelerated structural instability to the affected building. Based on this new information, the City of Rowlett Chief Building Official has posted the building as an “Unsafe Building” per Section 109 of the International Property Maintenance Code (X-X and Y-Y in the building map image. Z-Z is not included in this order).

This posting will prevent anyone from entering the building until a structural engineering report has been received identifying that the building is structurally sound. The Rowlett Fire Department and City Building Official will continue working with the property manager to ensure the safety of residents and those performing work at the property.

Titan came to the shelter on February 28. He has spent his life being shuffled around area shelters. Titan is SUPER friendly and very active. He is a big boy, but he is all love. He has lived with other dogs but doesn’t do well with cats. He is healthy, vaccinated, heart worm negative, and microchipped.

The Calls for Service totals are referencing calls generated in response to calls that came into our communication center and were dispatched out to our officers.
•Which offenses are categorized as crimes against a person?
Crimes Against Persons include: Criminal Homicide, Kidnapping and Unlawful Restraint, Sexual Offenses, Assault, and all those in which the victims are always individuals.

A special shoutout to Nabil Mohmoud from Zuko's Pizza! A couple of nights ago, Lieutenant Nosic wanted to treat the team: patrol shift, dispatchers, and jailers.

Yet, when it came time to settle the bill, Nabil insisted on covering it. After a lighthearted back-and-forth, Nabil stood firm in his generosity.
Remembering five years back, Nabil faced a life-threatening situation. A local GISD bus driver, our Rowlett officers, EMS, and hospital staff collaborated to save him. Today, we're honored to see Nabil flourishing as an integral part of our community.

Do You Need a Building Permit for a Roof Replacement?
When replacing a roof, a building permit is required. Visit the Building Safety website here to apply for a permit online.
Did you know that this image to the left also a code violation? Rowlett Code of Ordinances, Chapter 78-121, Subsection 304.7 states roof and flashing shall be sound, tight, and not have defects. Roof drains, gutters and downspouts shall be maintained in good repair and free from obstructions.

Alley Reconstruction: Eagle Dr, Linda Vista Ct/Eagle Dr, Teal Ct/Eagle Dr, & Teal Ct/Allen Ln
La Banda, LLC finished the remaining pavement in the Teal/Allen alley late last week and poured the alley return this week. They began cleanup in the Eagle alley. The only work remaining is the section of sanitary sewer in the west end of the Eagle alley.

Alley Reconstruction: Rice Dr/Tulane Dr, Meadowlark Ln, University Dr/Knightsbridge Dr, & Sara Dr/Westwood Cir
Texas Civil Construction poured 50 yards of concrete for the alley return and street pavement on Meadowlark. They also worked on finishing the remaining formwork for the inlets.

Miller Road Paving, Drainage and Utility Improvements
Northbound Chiesa Road at the Miller intersection remains closed according to the approved traffic control plan. Tiseo Paving Company’s earthwork subcontractor continued cutting grade for the new westbound lanes. They also continued excavation and cutting grade for the new lanes on Chiesa Road. It is estimated that excavation is about 70% complete.
