New City Council Meeting Schedule Begins Monday
Beginning Monday, September 18, the City Council will expand their meeting schedule to two nights to allow the time necessary to fully discuss items presented on Work Session agendas.

- Work Sessions will be held at 6:00 PM on the Monday preceding the first and third Tuesday regular City Council Meeting (unless it falls on a holiday, in which case there will be no Work Session).
- The regular City Council meetings will be held at 7:00 PM on the first and third Tuesday of each month.
- Both meetings will continue to take place at Rowlett City Hall.

Fiscal Year 2024 Budget
A Public Hearing on the ad valorem tax rate for Fiscal Year 2024 will be held during the regular City Council Meeting on Tuesday, September 19. The City Council will vote to approve an ordinance formally adopting the Fiscal Year 2024 Budget and Tax Rate during the Special City Council Meeting Wednesday, September 20. Fiscal Year 2024 begins October 1, 2023.

Hispanic Heritage Month
September 15-October 15 has been proclaimed by the City Council as Hispanic Heritage Month in the City of Rowlett! To commemorate this proclamation, the downtown water tower will be lit blue and red on TONIGHT (September 15), as a symbol of Rowlett’s commitment to honoring Hispanic heritage and supporting equity and inclusion throughout the community.

Hispanic Heritage Month started with a weeklong commemoration when it was first introduced by Congressman George E. Brown in 1968. The need to recognize the contributions of the Latin community gained traction in the 1960’s during the Civil Rights Movement. At this time, awareness of the multicultural groups living in the United States was gradually growing. In August of 1988, Congress authorized the designation of National Hispanic Heritage Month by Public Law 100-402. September 15 was chosen to kickoff Hispanic Heritage Month because it coincides with the Independence Day of several Latin American countries such as El Salvador, Guatemala, Costa Rica, Nicaragua, and Honduras, following the Independence Day of Mexico (September 16) and Chile (September 18).
The Hispanic population has been integral to the prosperity and rich culture of Texas and the nation. Hispanic Heritage Month celebrates the history and countless contributions that Latinos have made over the years!

Sapphire Bay Marina Boat Ramp Temporarily Closed
Due to the low water level in Lake Ray Hubbard, the public boat ramp at Sapphire Bay Marina is no longer a safe option for launching and has been temporarily closed. We’ll provide a status update once lake levels rise, and the ramp can be reopened.

Remembering and Honoring 9/11
The City Council along with the Fire and Police Departments took part in remembering September 11 with a ceremony at Fire Station 2. It was also a monumental day for firefighter Marc Deuble, who completed his 345th 5K to honor the fallen firefighters. Congrats to Marc! Congratulations Officer Borusqueta
Officer Borusqueta fought and won his bout at the Guns and Hoses Boxing Tournament in Allen, TX this past Saturday. The Guns and Hoses Foundation of North Texas is a non-profit organization. They provide financial help to families of fallen police officers and firefighters who bravely served but lost their lives in the line of duty. Additionally, they contribute to children's charities backed by local police and fire departments, making a positive impact in our community.

Is This a Code Violation?
Rowlett Code of Ordinances, Chapter 78-121, Subsection 302.11 states It is an offense to allow the obstruction or encumbrance, entirely or in part, any portion of any public street, alley, sidewalk or parkway area in the city with any item, whether temporary or permanent, including, but not limited to, lumber, boxes, firewood, posts, fences, and vehicles, unless expressly authorized by city ordinance.

Alley Reconstruction: Rice Dr/Tulane Dr, Meadowlark Ln, University Dr/Knightsbridge Dr, & Sara Dr/Westwood Cir
Texas Civil Construction poured the northbound side of street pavement on Bob White Drive and the sidewalk on Meadowlark Lane. They worked on building the forms for the remaining sections of the alley.

Dalrock/SH66 Utility Relocations
A & M Construction and Utilities completed installing the 16-inch water line in the northeast corner of the intersection. They are working on getting the pavement restored. The boring subcontractor began boring the sanitary sewer line in the northwest corner of the intersection.

Miller Road Paving, Drainage and Utility Improvements
Northbound Chiesa Road at the Miller intersection remains closed according to the approved traffic control plan. Tiseo Paving Company completed the cement treatment of the subgrade and cut the subgrade to final grade. Placement of the asphalt layer of the pavement is scheduled to begin this Friday and is expected to take 6 days.
