Myth vs. Reality

Delaware joined RGGI in 2008, a mandatory carbon cap program requiring power plants to purchase emissions allowances.


Alternative Compliance Payments are often described as something other than a “fine,” and technically that is true. Utilities are not being punished for illegal behavior; the payment is written directly into the Renewable Portfolio Standard as a compliance option. However, that distinction does not change the underlying reality. ACPs exist solely because the state mandates that a certain percentage of electricity must come from renewable sources. If that mandate did not exist, there would be no renewable quota to fall short of and no Alternative Compliance Payment to make. While supporters of green energy mandates may debate terminology, the payment is a state-created penalty mechanism triggered by the renewable energy requirement itself.


These policies stem from state-level energy mandates passed through legislation and they directly impact ratepayers.


Delaware families deserve transparency when it comes to energy costs.

Georgetown Middle School

Senator Pettyjohn visited Georgetown Middle School on Wednesday to observe a science classroom and participate in a lesson with students. He joined students in Mary Katherine Messick’s class as they completed an instructional unit on genes. The senator thanked Georgetown Middle School for the warm welcome!

Joint Finance Committee

The Joint Finance Committee has completed the first three weeks of its month-long budget hearings. Hearings continue every Tuesday, Wednesday, and Thursday throughout February.

DOC's Citizen Academy

The Delaware Department of Correction is now accepting applications for its Spring 2026 Citizens Academy in New Castle County. The six-week program runs Tuesday evenings from April 14 through May 19 in the Wilmington area and offers participants a behind-the-scenes look at prison operations, probation and parole, community corrections, and reentry efforts.


Open to Delaware residents age 18 and older, the academy includes presentations, facility tours, and discussions with DOC leadership, staff, and incarcerated and reentering individuals. Applications are due by March 20 and will be reviewed on a rolling basis until the class is filled.
