District 6 Congressional Candidates Forum Yesterday, we hosted our District 6 Congressional Candidates Forum, featuring Congressman Kevin Kiley and Dr. Richard Pan, the top 2 candidates for this newly formed district. Our moderator, Nikki Laurenzo of FOX40, asked each candidate how they would handle representing a new district, ensure that California supports our business community, what infrastructure investments should be prioritized in our region, and where they see federal policy should defer to California. We sincerely appreciate the candidates for taking the time out of their schedules to share their visions for District 6 with us and providing us the space to educate our members and greater community on what these changes mean for our area.
Thank you to our sponsors, Aborn Powers and Roseville Environmental Utilities, for making this event possible! For those unable to attend or view the livestream, a full recording of the forum can be found HERE. Thank you to everyone who attended virtually and in-person!

Governor Signs Employment Bills into Law
Governor Newsom has signed over 20 employment-related bills, impacting employer operations in California, based on those passed in the 2025-2026 California legislative session. Here are 3 that members should be aware of:
AB 1697 - “Stay or Pay” Effective Date Fix
This will push back the 2025 Anti-Trap Act’s restrictions on stay or pay repayment clauses, so they apply to contracts entered on or after January 1, 2027, rather than January 1, 2026. Expands the new hire bonus exception to include post-hire bonuses, and adds new exceptions for grant funded programs, securities or insurance producer agreements, and advanced paid time off benefits. Carries an urgency clause. This was signed on September 30th, 2026, and is effective immediately.
AB 1331 - Workplace Surveillance in Private Areas
AB 1331 prohibits employers from using surveillance tools in workplace bathrooms or requiring employees to wear tracking devices while in those areas, with limited exceptions for safety cameras and court orders. Civil penalties of up to $500 per violation. This was signed on September 30th, 2026, and goes into effect on January 1st, 2027.
SB 1237 - Pay Data Reporting Penalties
This raises the civil penalty for an employer’s subsequent failure to file a required pay data report with the Civil Rights Department from up to $200 per employee to up to $1,000 per employee. The first failure to file penalty remains up to $100 per employee. This was signed on September 30th, 2026, and goes into effect on January 1st, 2027.
