This morning’s Econ/Gov meeting delivered a powerful conversation about the proposed Regional Public Safety Training Center — and why our region needs it now.
We were joined by Sierra College Superintendent/President Willy Duncan, Roseville Police Chief Troy Bergstrom, Roseville Fire Chief Ryan Harrigan, and Placer County Undersheriff Shayne Wright in a panel moderated by Vicki Gonzalez, Host of Insight, from CapRadio. A clear theme emerged: regional collaboration is strong, but our ability to train locally is not. Today, agencies are often forced to send personnel to other parts of the state to access the facilities and specialized instruction they need.
The proposed center would be unlike anything else in Northern California — a centralized, state-of-the-art hub designed to meet the evolving training demands of law enforcement, fire, and public safety professionals across our region. The conversation underscored both the urgency and the opportunity in front of us.

SB 587 has passed the Senate and is pending Assembly Appropriations Committee approval. This bill proposes a new tax income credit designed to offset the amount of local sales and use taxes manufacturers and related businesses currently pay on certain equipment purchases that are partially exempt under existing California tax law.
Here’s how it works:
Tax Credit Details
- For taxable years beginning January 1, 2026, through December 31, 2030, qualified taxpayers could claim a credit against both Personal Income Tax and Corporate Tax equal to the local sales tax reimbursement or use tax they paid on eligible equipment.
- The credit applies only to equipment that would have been fully exempt from sales tax if certain partial exemptions didn’t apply.
- Any unused credit can typically be carried forward for up to eight additional years.
Eligible Uses and Conditions
- Qualifying “tangible personal property” includes machinery and equipment used in manufacturing, research and development (R&D), and related purposes.
- If qualifying equipment is removed from California or diverted from its exempt use within one year of purchase, the taxpayer generally must file an amended return to remove the credit.
Administration & Reporting
- The bill authorizes the Franchise Tax Board (FTB) to administer and adopt guidelines for the credit and to work with the California Department of Tax and Fee Administration (CDTFA) on information sharing.
- The Department of Finance would annually estimate revenue impacts resulting from the credit for the Legislature’s budget committees.
- The credit would be effective only in years where the Legislature appropriates funding for its administration in the annual budget act.
The tax credit provisions would remain operative through 2031 and are set to repeal thereafter.
Why This Matters
Supporting Local Manufacturing & Innovation
SB 587 is intended to make California more competitive for capital investments in manufacturing and R&D by reducing the net cost of equipment purchases. Stakeholders supporting the bill say it could boost in-state investment, help grow high-wage jobs, and encourage businesses to maintain and expand operations in California rather than relocating out of state.
Fiscal & Policy Considerations
Because it would reduce tax revenues (with early estimates suggesting tens to hundreds of millions in foregone revenues over several years), the bill includes conditions tying credit availability to budget appropriations.
Business Impact
If enacted in its current form, manufacturers and companies investing in qualifying equipment should plan now to understand documentation requirements and how the credit could apply once it becomes available — potentially beginning with the 2026 tax year.
