I was talking with a member this week who suggested that our current heat wave is caused by the Fair. “It can be a moderate summer, and then the Fair comes to town, and you can cook an egg on the sidewalk!” Remember when the news would show someone doing that? Whether the combination of hot weather and the Fair is a matter of causality or correlation, the fact remains you could have cooked a four-course meal on the sidewalk this last week. Last night, the Rec. Barn was sweltering, even after having the “AC” on for hours before the meeting. A special thank you to the members who braved the terrible temps to attend the meeting and keep us company.
We kicked things off with a report from our resident Senior Deputy Tyler Hammon reporting on Sheriff’s Office calls for service. Then there were updates from our various committees and community partners, the Heritage Village Seniors. Our committees are doing a lot for the membership, as evidenced by two of the policy updates proposed by the AEC and Marina committees that were approved to send out for a 28-day comment period.
Whether you are interested in the great events being planned by the Community Engagement Committee (CEC), all the safety planning efforts of the Emergency Services Committee (ESC), or the long-range strategery of the Strategic Planning Committee (SPC), committees are a great place to get involved and see your efforts contribute to positive change. With that committee PSA complete, back to our regularly scheduled recap already in progress. Valerie Tingley shared the cool events the CEC is planning and shared that the SPC, chaired by Director Masen Yaffee, will soon be presenting a final draft of the HROA Strategic Plan. Catie Garcia shared that the ESC has revised the Major Incident Management Plan for Board consideration. Dale Fieber reported on all of the work of the Seniors, the events past and planned, and all of the dedicated volunteers who have stepped up to lead the organization. Director Tom Swanson reported out for the AEC and Marina Committees. Finally, Director Lisa Ptaszenski gave an update of the effort to save the HROA a lot of money by moving the office from the current leased space to a new office on HROA-owned property.
Over the next 30 years, we could save as much as half the cost of leasing by moving the office. Doing this right and in compliance with all of the land use regulations is complicated and requires the assistance of an expert. The HROA has hired an architect who will help us navigate the approval process so we avoid costly mistakes. We are currently exploring building next to the big pool after having to abandon our initial thoughts of renovating part of the Rec. Barn, which would require bringing that building up to current building code and changing the zoning. If even possible, that work would be extremely costly and likely take significantly more time than building an office in the more compatible area of the Village Center, lengthening the time we are paying for leased space.
The Board directed staff to work with the Cappy Culver PTO to further flesh out the community partner proposal and return to the board for consideration. We were just two bids shy of the three bids we wanted to recommend approval of a paving contract and deferred the item to give the other two companies time to finalize their bids. Directors Yaffee, Swanson, and Keller all spoke to the importance of getting this work done this Fall. The Board approved the minor revisions to our automatic license plate reader policy following community feedback.
The Board also approved the first reading of two possible rule changes. The first identifies RV camping or illegal tenancy on private property as a health and safety violation. The second possible rule change improves the processing of the long-term boat slip lease waiting list, which should reduce staff time managing the list and hopefully reduce the wait time for members on the list. The next step in this process is a 28-day comment period, followed by a second reading and Board consideration. Director Yaffee and I developed this process as a way to improve communication with members and increase opportunities for community feedback.
Lastly, you should have received an email from The Inspectors of Elections with e-voting ballots on Wednesday. For those who prefer the tactile experience of paper ballots, you should have received them last week. Please mark your calendars for the candidate forum on Saturday, August 1st at 9:00 am in the Rec. Barn. To help them prepare, I invited all the candidates to meet with me to learn more about serving on the Board, our governance structure, priorities, and all things HROA.
