New Jersey Update
This afternoon, Governor Phil Murphy announced an additional 1,317 positive COVID-19 cases, increasing the statewide total to 879,812. An additional 29 deaths were announced, increasing the statewide total to 23,129. The total number of vaccine doses that have been administered in NJ is 7,440,122 and 3,486,709 NJ residents are fully vaccinated.

The Administration is working alongside school districts to move toward in-person instruction. Just two months ago, 1 in 5 districts were on an all-remote schedule. At this time, only 16 schools are all-remote instruction. Some of these districts have target dates within the next month to return to in-person instruction. 

The State is collaborating with agencies, associations, and hospitals to conduct vaccinations for homebound New Jerseyans. Individuals who need vaccinations should visit covid.nj.gov/homeboundvax, call 855-568-0545, or text "ReadyNJ" to 898-211. 

As a part of the "Jersey Summer" initiative, three more craft breweries have joined the "Shot and a Beer Program" for residents who receive their first shot in the month of May. The State expects to add more components and partnerships in the coming weeks.

NJ is ramping up COVID-19 recovery and reopening efforts with Operation: Jersey Summer with the following:
  • Mega-sites, in addition to many other locations, are offering walk-up vaccinations;
  • Vaccination numbers will be made more localized and more widely available;
  • In order to educate and inform residents in making their decision to get vaccinated, the State will be going door to door in underserved communities, reaching out to residents with information and resources;
  • The New Jersey Department of Health call center is proactively reaching out to residents who preregistered for vaccinations but who have yet to make their appointment. They’re connecting them directly with live operators to help them make an appointment;
  • The Office of Innovation is working with the Department of Health to begin a targeted email program to the hundreds of thousands of New Jerseyans who have signed up for email updates, ensuring they have the information they need to protect themselves and their families;
  • Partnering with our faith leaders for “Grateful for the Shot,” an effort that will make it possible for congregants to go directly from religious services to vaccination sites.

The Governor signed an Executive Order, Monday, to increase outdoor gathering limits, to lift the prohibition on indoor bar-side seating, and to lift the prohibition on buffets and other self-service food at restaurants.

So long as there is no backslide in our metrics, on May 19th NJ will further its expansion by:
  • lifting the limit on outdoor gatherings;
  • removing the 50% capacity limit on indoor dining;
  • lifting the 50% capacity limits for indoor and outdoor settings or businesses;
  • currently governed by a percentage-based cap;
  • increasing the general indoor social gathering limit to 50 people;
  • increasing indoor catering events, funerals or memorial services, political activities, and commercial gatherings to 250 people;
  • increasing the indoor capacity for large venues (1,000 or more fixed seats) to 30% capacity.
  • The ban on indoor youth sports competitions will be lifted

NJ Department of Health Commissioner Persichilli announced the Department's rapid mobile response team van was parked at the University Hospital's Health & Wellness Festival over the weekend providing walk-in vaccinations to those who needed it. She highlighted that the mobile command centers will significantly help those in communities with limited access to obtain the vaccination.

Governor Murphy announced Colonel Dr. Lisa Hou to serve as the Adjutant General of the New Jersey National Guard and Commissioner of the Department of Military and Veterans Affairs at the War Memorial in Trenton.

The committee heard from invited guests regarding the unique challenges that older adults who are homebound have been facing over the course of the pandemic. The intention of this meeting was to gain insights as to optimal strategies to improve the delivery and engagement of social services, food access-as well as how COVID-19 vaccines are being distributed to this community.

A-1070/S-2892 – Requires Secretary of Higher Education to develop guidance for institutions of higher education to identify cultural barriers in recruitment and retention of underrepresented students for science, technology, engineering and mathematics (STEM) programs

A-4461/S-2698 – Requires State to enter into contract and coordinate with certain cooperative purchasing systems for procurement of COVID-19 related goods and services by school districts
A-4788/S-3044 (Pintor Marin/Ruiz) – Requires transfer of certain escheated civil forfeiture funds from Unclaimed Personal Property Trust Fund to General Fund for appropriation to county prosecutors’ offices
 
Governor Murphy conditionally vetoed the following bills:
ACS for A-4803 and 4811/SCS for S-2991 and 3117 – CONDITIONAL - Concerns approval process for personal protective equipment and State stockpiles of personal protective equipment

A-1229/S-2161 – CONDITIONAL - Requires DCA to make information on homeless prevention programs and services available on its Internet website

Governor Murphy absolute vetoed the following bill:
