Special Meeting of the City Council
Monday, September 30th 6:00pm | Council Chambers
Attend this special meeting of the City Council for a focused discussion on sea level rise adaptation policies and a review the  Consultation Draft of the Local Coastal Program.
Why is the LCP Consultation Draft important? The Consultation Draft is the product of several years of work by the community and City staff. It reflects the community's values and vision for the Coastal Zone within Pacifica for the next 20 years. The Consultation Draft will serve as a starting point for Pacifica's consultation with staff at the Coastal Commission. Completing consultation with the Coastal Commission will allow the City to consider adoption of the LCP in early-2020.

Development of the Consultation Draft of the LCP began in 2009 and a focused sea level rise adaptation planning process was conducted from 2017-2018. Earlier this summer, staff reengaged with the public by holding five outreach meetings with residents and stakeholders throughout Pacifica. The City Council and Planning Commission conducted two recent joint study sessions on  August 26 and  September 3, in which the City received numerous public comments about the sea level rise adaptation policies. As such, we have come a long way to produce this important Consultation Draft document!

You are encouraged to read the  staff report and the  LCP Consultation Draft before September 30. We welcome your comments and feedback. Thank you!

CaR – Reducing Isolation
Senior Transportation Program (CaR) was approved unanimously by City Council on September 23rd. The purpose of the program is to reduce senior isolation and address transportation gaps for seniors in our community. Seniors will have an opportunity to receive aid in transportation for social, daily task and healthy decisions.

The program is for Pacifica residents 65+ years old. Parks, Beaches, and Recreation Senior Services Division will be managing the program. Funding for the CaR program was made possible from the generous gift of Sirkka Niukkanen.

How the Program Works
  • Participants will have 8 one-way rides loaded onto their rider card automatically each month (no-carryovers from month to month).
  • Defined boundaries for rides can be anywhere in Pacifica City limits, Colma Bart Station and hospitals, medical offices and dialysis centers between Daly City and Burlingame.
  • Accessible vehicles will be available upon request at no additional cost.
  • All rides must begin or end in Pacifica City limits.
  • The cost for rides within the boundaries will be $5 per ride for the CaR participant and the remainder of the fare within the set boundaries will be subsidized by the Sirkka Niukkanen Trust.
  • If CaR Rider wants to extend outside the defined boundaries they can remain in the cab and pay the regular meter rate from the boundary limits to the desired destination. They would then pay the driver once they reach their destination.
  • CaR riders may bring guest as long as they have the same pickup and drop off point. The number of guest is based on the licensed passengers posted in cab (usually 4).
  • The CaR program is slated to start Nov. 1, 2019.

SFO's NEW Aircraft Noise Tracking Technology
San Francisco International Airport is excited to announce the arrival of SFO’s NEW Aircraft Noise Tracker. This tool gives you a near real-time look at actual flight tracks and noise levels around the airport. You can investigate aircraft-related noise events, validate your aircraft noise calculations, and submit community concerns directly to the SFO Aircraft Noise Abatement Office.

The tool enables you to:
  • Find Specific Aircraft Information including an aircraft’s type, altitude, origin/destination airport, and other flight identification. Locating yourself on the map offers additional location-specific information.
  • Determine Aircraft and Community Noise Levels from permanent and portable noise monitors deployed by the airport which are shown by the colored numbered dots.
  • Replay and Investigate Historical Flights
  • Display Map Layers of major SFO arrival & departure routes and noise contours
  • Submit a Noise Report with SFO’s Aircraft Noise Abatement Office (Coming end of October)
  • See Flights in 3D. Our previous tracker, Volans, is still available within the application and allows you to see flights in a 3D view.

You can share your impressions of the new flight tracker tool by emailing
