Greetings!

This past week was an exemplary display of community engagement – from the crowds who attended weekend holiday festivities at the Community Center and Rockaway, to the nearly 200 attendees at Monday night’s City Council meeting focused on an oversized vehicle parking ordinance and the Unhoused in Pacifica Task Force’s presentation, to the special Council meeting to select the Mayor and Mayor Pro Tem for 2020. Council selected Deirdre Martin as Mayor and Sue Beckmeyer as Mayor Pro Tem for 2020. Congratulations Deirdre and Sue, thank you to Sue Vaterlaus for her year as Mayor in 2019, and thank you to Councilmembers Mike O’Neill and Mary Bier, rounding out the team of five who continue to work tirelessly on the many critical issues of importance to Pacifica!

Check out this information about Map Your Neighborhood, an innovative program that helps build community and helps prepare your neighborhood in advance in the event of an earthquake or other emergency. Map Your Neighborhood programs have been in Pacifica and around the country for a while, but we continue to promote this tool and encourage you to consider it as you think about your family and friends and neighborhood this holiday season heading into the new year. Also, just another reminder that some City Offices will be closed over the holidays this year.

Unhoused in Pacifica's Preliminary Draft Report
Accessory Dwelling Unit One Stop Shop Program
In partnership with San Mateo County, the City of Pacifica will be launching a brand new One Stop Shop pilot program to help homeowners with second unit construction. In this One Stop Shop program, participating homeowners will receive no-cost support from the nonprofit  Hello Housing with the design, permitting, and project management involved with building an accessory dwelling unit (second unit). This program is aimed at property owners who are prepared to construct an accessory unit but need technical assistance. 

While the formal application to participate has not yet opened, San Mateo County is collecting an interest list of homeowners who want to stay informed ahead of the program launch in 2020. If you are interested in the pilot program, or other informational updates about building a second unit, such as new financing options or changes to second unit regulations, please visit  https://secondunitcentersmc.org/subscribe/.

Local Coastal Program – Public Input Opportunity!
On October 4, the City of Pacifica transmitted the Consultation Draft of the Local Coastal Program (LCP) to the California Coastal Commission (CCC), starting a consultation period between the two agencies. The consultation period has ended and the CCC's staff has reviewed and commented on the Consultation Draft.

The City will need to consider the CCC staff's comments before bringing the LCP forward for adoption in early-2020. The comments have requested various changes to the Consultation Draft, which the City developed after an extensive public engagement process on land use, environmental resource protection, sea level rise (SLR) adaptation, and other important topics. We encourage you to read the CCC staff's comments on the LCP Consultation Draft and let us know what you think.

Your input is valuable as the Plan Pacifica process continues to move forward. As noted above, the City will consider the LCP for adoption in early-2020 starting with a public hearing at the Planning Commission on January 20. An additional hearing will be held at City Council, most likely in February, and we will announce the specifics early next year.

For now, please review the Consultation Draft and associated comments from the CCC staff. Send your comments to Associate Planner Bonny O'Connor by January 3.

Please also consider reviewing and commenting on the Existing Conditions Report (ECR) for the Sharp Park Specific Plan and participating in an online survey about the Sharp Park area. Your input will help us as we progress with creating a new Sharp Park Specific Plan. The ECR comment period and online survey opportunities run through December 8.
