Fiscal Year 2023/2024 Budget
The Board of Commissioners met on February 23rd to hear staffing needs, Capital Improvement Plan (CIP) requests, and additional American Rescue Plan (ARP) Funding requests. The proposed FY 23/24 Budget was then presented to the Board at a workshop on May 17, 2023. The tax rate is proposed to remain at 35-cent/$100. There is no increase proposed for stormwater or solid waste this year. Minor increases are proposed in the Fee Schedule - mainly with fees associated with fire suppression and a slight increase for the room rental damage deposit. The proposed budget supports a fulltime Dockmaster/Downtown Supervisor, an additional part time dock attendant, and up to a 4% merit based on performance evaluations. Board members also agreed on May 17 to include a 4.4% COLA effective July 1.
CIP items include: set aside for fire apparatuses totaling $109,380, a police vehicle $8000, $50,000 for sidewalk improvements, and a cab tractor $132,104. ARP approvals made on May 17 included: maintenance vehicles totaling $175,000, turnout gear $64,000, Board Room Improvements $5000, and a single audit expense of $3000.
The final proposed FY 23/24 Budget will be presented at a public hearing on June 12th.

Law Enforcement Explorer Day Camp
June 19-23
The Swansboro Police Department is hosting its first Law Enforcement Explorer Day Camp from
June 19th- 23rd from 8:00am to 5:00pm. Classes will be held in the Swansboro Fire Departments training room, 609 West Corbett Avenue, Swansboro, NC, 28584. The camp is targeted for youth in our area from the ages of 14 to 20. Each day, camp will start with a physical fitness session lead by an instructor followed by a uniform inspection and hands on law enforcement classes. The camp will show cadets what to expect in Basic Law Enforcement Training and give an overview of what law enforcement officers do daily. Instructors will engage cadets with classes and practical application exercises. Classes will include:
- Course Orientation
- Ethics for Professional Law Enforcement
- Arrest, Search and Seizure/Constitutional Law
- Elements of Criminal Law
- Motor Vehicle Law
- Patrol Techniques
- Interviews
- Fingerprinting and Photographing Arrestee
- Domestic Violence Response
- Subject Control Arrest Techniques
- Taser Operation and deployment (performed by instructors only)
- Building Clearing
- Preparing for Court and Testifying in Court
- Alcohol Beverage Control (ABC) Laws and Procedures
- Close Quarter Drill
- Crowd Management
Cadets will need to bring appropriate clothing for physical exercise, a packed lunch, and an emergency contact list.
Water, snacks, handouts, and breaks will be provided.
Upon completion of the course, cadets will receive a certificate of completion and awarded a commendation ribbon for their uniform.
Note: All classes and practical exercises will be closely monitored by instructors to ensure all safety procedures are followed.
Instructors consist of Officers, Sergeants, Detectives, and Administrative staff within the Swansboro Police Department.

Dog Park Improvements
With a generous donation, the Town has designed a separate space for smaller dogs to run and play.
The Dog Park is located at 830 Main Street Ext. just beyond the tennis courts and off of the walking trail at the Swansboro Municipal Park. This is the only area in the Municipal Park where dogs are allowed off-leash. The half-acre dog park features an enclosed area for dogs to run and play, benches for owners to relax, and a bag station. Registration is required with the Parks and Recreation Department in order to utilize the dog park.
