Celebrating Rosemary
This month marks the close of a significant chapter in 4Cs history, as we celebrate Rosemary Obeid's 28-year career leading and directing programs in Alameda County. Since her arrival, Rosemary has led our Resource and Referral department, which provides critical services to families and child care providers in Southern Alameda County.
Other programs under Rosemary's direction include our Hayward Promise Neighborhood (HPN) and previously the Child Health and Nutrition program. All of these programs are exemplary in service and many have received local, state and national recognition.

In addition to her work at 4Cs, Rosemary has been a leader in the early education field, lending her knowledge and expertise on a multitude of committees, task forces and advisory groups. She served locally as a Commissioner for First 5 Alameda County and the Alameda County Local Planning Council (currently called the Early Care and Education Planning Council ECEPC), where she held the positions of Steering Committee member and Chair. She has also served on the board of the California Resource and Referral Network. Our county and our state are better because of her service!
As part of 4Cs Agency Leadership Team, I feel particularly fortunate to have worked with Rosemary both as a peer and in my role as Executive Director. She is a strategic thinker and great thought partner. We will all miss her everyday presence in the office and her invaluable contributions in making opportunity, access and outcomes better for children, families and the caregivers in our community.
