From Care to Commitment — The Creation of the U.S. Department of Veterans Affairs (1930)


The promise to care for those who have served runs deep in American values — but it wasn’t until 1930 that this promise became institutionalized with the creation of the U.S. Department of Veterans Affairs (VA).


The VA’s origins trace back to the aftermath of World War I, when the nation faced the challenge of supporting a new generation of veterans with medical, financial, and vocational needs. In response, President Herbert Hoover consolidated several existing agencies — the Veterans’ Bureau, the Bureau of Pensions, and the National Home for Disabled Volunteer Soldiers — to form the Veterans Administration.


The new agency represented a shift in national consciousness: a recognition that honoring service required more than words — it required care, infrastructure, and sustained commitment. Over the decades, the VA expanded to meet the needs of millions of veterans from every conflict, from World War II to modern-day deployments, providing healthcare, education, and housing assistance through programs like the GI Bill.


In 1989, the VA was elevated to cabinet-level status, becoming the Department of Veterans Affairs — one of the nation’s largest federal agencies. Today, it continues to serve as both a guardian of health and a symbol of gratitude, reminding us that service does not end when the battle is over.


We honor the creation of the VA as a cornerstone of our national responsibility — a testament to the enduring bond between the United States and those who have sacrificed to defend it.
