Ohio EPA recognizes that it can be a challenge keeping up with the proper management of your hazardous waste. This session will explain how to properly manage common business wastes in ways that will save you money and avoid violations. This session will also highlight how you can save money and stay out of trouble by utilizing our free and confidential environmental assistance, Ohio EPA’s recycling-related grant funding opportunities, our recycling and sustainability programs, and how your organization can be recognized for its sustainability efforts.

Dan Sowry currently serves as the Assistant Chief of Ohio EPA’s Office of Compliance Assistance and Pollution Prevention (OCAPP) within the Division of Environmental and Financial Assistance. Dan oversees Ohio EPA's sustainability program, Recycling and Litter Prevention grant program, pollution prevention program, compliance assistance program, Ohio Materials Marketplace program and Encouraging Environmental Excellence program. Prior to this, Dan worked as the supervisor in OCAPP's compliance assistance program, as the central district office OCAPP representative, and as the hazardous waste technical assistance representative in Ohio EPA’s Division of Environmental Response and Revitalization. He started his Ohio EPA career in the Division of Air Pollution Control’s Mobile Sources Section where he led the state’s vehicle emission anti-tampering program.

Dan earned a Bachelor of Science in Environmental Biology in 1996 and has over 20 years of experience working at Ohio EPA.

Question: I have a lot of alcohol-based hand sanitizer on hand due to the pandemic. Is there anything special about storage or placement of dispensers that I should know?

Answer: Yes, alcohol-based hand sanitizer that is greater than 20% alcohol falls under a Class 1B flammable liquid according to the National Fire Protection Association (NFPA). Here are some requirements to consider:



  • Individual dispensers located in a hallway must be 0.5 gallons or less (no gallon jugs).
  • Dispensers must be installed at least 1 inch away from electrical receptacles and light switches and must be separated from another dispenser by at least 4 feet horizontally.
  • Dispensers must not be installed above carpeted floors, unless the area is sprinklered.
  • Automatic dispensers (touch free) are required to be tested each time they are refilled, can only activate when the object is within 4 inches of the dispenser and will only dispense the amount required as determined by the United States FDA.
  • The Ohio Fire Code requires the storage of more than 10 gallons in a flammable liquid cabinet or flammable liquid storage room. The NFPA 30 code dictates storage considerations starting at 5 gallons. No storage is permitted in basements.
