Animal Responsibility Program Procurement for Discussion
A significant review of animal welfare challenges in the region was undertaken to understand current services, identify deficiencies, and recognize areas for improvement throughout 2021 and 2022. As requested by Council, a formal process to determine available animal welfare services in the NRRM was initiated in December 2022. Currently, Regional Council’s direction is being sought in establishing new contract opportunities for NRRM animal welfare services.

Community Futures Peace Liard
Representatives from Community Futures Peace Liard presented Council with their annual report and provided an overview of who they are and what they do.

2023 Budget Consultation for Information
approved its use to facilitate public conversation on the NRRM’s budget priorities. The public feedback
opportunities included; encouragement of phone calls and emails, an open house, a public display of
information at the Recreation Centre, and a survey.

Boreal Caribou Protection and Recovery Plan Economic Impact Assessment Options for Decision
An economic impact assessment related to the Province’s Boreal Caribou Protection and Recovery
Plan (BCPRP) has not yet been initiated as requested by Regional Council. Additionally, Regional Council's concerns about implementing the BCPRP as documented in a letter to the Ministry of Water, Land and Resource Stewardship remain unanswered.
Council recommended that the NRRM work with Stantec Consulting to undertake a socioeconomic assessment of the contribution of existing forestry, PNG, and mining sectors, as well as the potential impacts of the BCPRP in the NRRM at an estimated cost of $109,050 with an estimated time to complete of 3-4 months.

Fort Nelson Motocross Club Airport Licence
The Fort Nelson Motocross Club has for many years, held a Licence Agreement with the NRRM to operate a motocross track on land owned by the NRRM located near the Airport. Since 2021, the Club has expressed interest in expanding its licence area.
Council engaged in a discussion and resolved to proceed with the subdivision of land at the Northern Rockies Regional Airport and payment of fair market value with the intent of removing the restrictive covenants from the applicable Sponsored Crown Grants for areas in non-compliance, including an extension to the Motocross Club's current licence area, not to exceed a price of $42,000.

Downtown Revitalization Update for Information
The Downtown Revitalization Plan is intended to support long-range goal setting, visioning and planning that will improve the Fort Nelson downtown area's livability and vitality and increase its attractiveness to new businesses, residents and tourists. The planning area focuses on commercial areas within the Development Permit Areas identified in the Official Community Plan. It was noted that Council would be presented with the draft Plan on May 8th, and will be invited to provide input at that stage.

Procedure Amendment Bylaw No. 210, 2023
The Northern Rockies Regional Municipality Procedure Amendment (Order of Proceedings) Bylaw No. 210, 2023 was given third reading as amended and adopted.

Re: Destination Development Fund DDF052 Andy Bailey Regional Park and Campground Improvement Project
A letter was received from Dawn Rueckl to advise that the application submitted by the NRRM for the Andy Bailey Regional Park and Campground Improvement Project was approved under the Destination Development Fund to a maximum provincial contribution of $538,085.

Re: Municipal Land for Housing
A letter was received from Jen Ford to convey a voluntary request on behalf of the Ministry of Housing, in the spirit of continued partnership with the provincial government to address the issue of housing. The Ministry is seeking the NRRM's assistance with respect to documenting potential municipal land for housing as the Province rolls out and implements its refreshed housing strategy in the coming months and years.

Councillor Soles, Councillor Enax, Councillor Gerwing, and Mayor Fraser provided reports on the meetings, activities and appointments to Committees/Boards related to their roles on Council.

At the April 11 2023 In-Camera Regular meeting Council rose and reported the following:
- that the Northern Rockies Regional Municipality’s position of Alternate Director to the Fort Nelson First Nation/Northern Rockies Regional Municipality Community Forest General Partner Corporation (CF Corp) be offered to Percy Wright;
- that Dr. Sabah Jarullah’s application to the Northern Rockies Recruitment, Retention, Education & Training Incentive (RRETI) Program be approved in principle, subject to confirmation of eligibility with Northern Health; and
- that Shafiq Ur Rehman’s application to the Northern Rockies Recruitment, Retention, Education & Training Incentive (RRETI) Program be approved in principle, subject to confirmation of eligibility with the health employer.”
