Official Community Plan Amendment (Highway Commercial to Urban Residential) Bylaw No. 236, 2025 
This proposed bylaw would amend the Northern Rockies Regional Municipality Official Community Plan Bylaw No. 64, 2011, to redesignate three specified properties at 4603 50 Avenue South from Highway Commercial to Urban Residential. It would also update the associated Planning Area and Rural Land Use maps to reflect the change. The bylaw has received first and second readings, and a public hearing was held, but it has not yet received third reading or adoption.

Zoning Amendment (4603 50 Ave South - C-2, C-3 to RHM) Bylaw No. 237, 2025 
This proposed bylaw would amend the Northern Rockies Regional Municipality Zoning Bylaw No. 119, 2016, to rezone three specified properties at 4603 50 Avenue South from C-2 (Highway Commercial) and C-3 (Service Commercial) to RMH (Residential Manufactured Home Park). It would also add a site-specific regulation allowing a maximum density of 24 units per hectare for these lots and update related zoning maps to reflect the change. The bylaw has received first and second readings, and a public hearing was held, but it has not yet received third reading or adoption.

Complete Communities Presentation

Regional Council received a presentation on the Complete Communities project, guided by CleanBC’s three-phase approach (Prepare–Assess–Act). Engagement with 236 participants highlighted priorities ranging from quick wins like a dog park and pop-up market space to larger initiatives such as expanded seniors housing and scheduled bus service. Broader themes included housing choices, transportation, healthcare access, food security, and social connection. The final report will inform Council decision-making, contribute to the OCP and related planning, and support NRRM’s advocacy with UBCM and the Province.

Community Shuttle Program Update

Regional Council discussed transportation funding originally allocated to the Northern Rockies Seniors Society (NRSS), noting the project will not proceed as planned. Alternatives were raised, including expanded NRSS shuttle capacity, taxi service incentives or subsidies, and potential partnerships with Coastal Rides. Funding limitations, driver licensing requirements, and operational capacity were identified as key challenges. Administration will continue to explore options, with any future proposals requiring Council direction and potential funding support.

#36 Mountainview Condo Budget Request

Regional Council approved increasing the renovation budget for Mountainview Condo #36, donated to the NRRM by NorthRiver Midstream for recruitment and retention purposes. The original $75,000 allocation proved insufficient due to asbestos abatement, additional electrical upgrades, cupboard replacements, and other work identified during renovations. The budget was amended to $100,000, with the additional $25,000 to be drawn from the Buildings and Facilities Reserve Fund.

Northern Rockies Seniors Society Request for Funding

Regional Council approved a $15,000 grant to the Northern Rockies Seniors Society (NRSS) to support continuation of its on-demand shuttle service in 2025. While earlier grant funding tied to a scheduled transit route is no longer viable, NRSS remains committed to providing accessible transportation for seniors, mobility-impaired residents, and the wider community. Council noted the importance of the service, encouraged broader public awareness, and confirmed support at the same level historically provided.

Kaska-B.C. Land Use Planning Process

A recent letter from NRRM was prompted by strong community feedback highlighting gaps in early-stage engagement on resource use, wildlife, and environmental concerns. In response, James Cuell, on behalf of the Kaska BC Land Use Planning Project, emphasized that the recently closed survey (June 3–August 8, 2025) was just the first of multiple engagement opportunities in the year-long process. NRRM and neighbouring Nations, including Fort Nelson First Nation, are actively involved, providing input on baseline assessments, socio-economic, and environmental reports. The region will continue to engage through surveys, meetings with contractors, and collaboration with the Kaska Dene Land Use Management process—a partnership between the Kaska First Nations and British Columbia that balances cultural preservation, environmental stewardship, and sustainable economic development in Kaska territory.
