Greenhouse Gas and Energy Planning 2025 Project
A project proposed to be considered in the 2025 budget, the Northern Rockies Climate & Energy Action Plan, was presented during the Committee of the Whole meeting. While it was acknowledged that the NRRM meets current Local Government Act requirements for Greenhouse Gas emissions, the necessity of updating existing plans was debated. Some expressed concerns about the proposed $75,000 investment for the report, questioning its financial implications and the idea that emissions reduction should be part of ongoing practices.
The need for strategic planning for future energy sources was emphasized, considering current reliability challenges. Despite differing views, there was agreement on the importance of aligning with provincial and federal climate goals. The action plan is viewed as essential for preparing the NRRM for future Greenhouse Gas requirements and enhancing community participation in sustainability initiatives.
In conclusion, while there are concerns about the necessity and funding of the Climate & Energy Action Plan, Council recognizes its potential value in guiding future climate action and energy management efforts. Further discussions will take place during budget planning sessions.

International Purple Day Proclamation March 26, 2025
March 26, 2025, is declared "Purple Day" in the Northern Rockies Regional Municipality. This day is celebrated each year during Epilepsy Awareness Month. It was started by Cassidy Megan, a nine-year-old girl from Nova Scotia in 2008, to show people with epilepsy that they are not alone. Purple Day aims to raise awareness and understanding of epilepsy in our community.
By increasing awareness, it is hoped that people will be able to recognize common seizure types and know how to provide proper first aid. Epilepsy can happen at any age and affects people regardless of their gender, race, ethnicity, religion, income, location, or sexual orientation. Purple Day helps improve the lives of those living with epilepsy, promotes acceptance of differences, and encourages us all to work together to make the world a better place.

Funding Proposal from Fort Nelson Snowmobile Club
The Fort Nelson Snowmobile Club presented to Council, requesting $15,000 in annual funding from the Northern Rockies Regional Municipality to support initiatives focused on trail maintenance and community engagement. Council encouraged the club to contact staff to prepare the proposal for inclusion in the budget consideration process. This funding would bring some certainty to the Club's operations, allowing them to continue to enhance outdoor activities, promote tourism, and ensure safe, well-maintained trails for all users in the community.

Award of Fire Hall & Public Works Facility Roof Replacement
The Fire Hall & Public Works Facility Roof Replacement project has been awarded to D.M. Henderson Roofing Ltd. for $246,618 plus applicable taxes.
Following comprehensive assessments of the facility at 5404 48th Ave., NRRM successfully secured $1.88M in federal/provincial funding through the Investing in Canada Fund to support structural, electrical, and mechanical upgrades. The foundation replacement was completed in 2022, and ongoing renewal work continues under the program. As part of these efforts, a procurement opportunity for roof replacement was issued on January 21, 2025, leading to the contract award.

Grant Application to UBCM's Community Emergency Preparedness Fund - Emergency Operations Centre Funding Stream
Regional Council approved submitting a grant application to the Union of British Columbia Municipalities' 2025 Community Emergency Preparedness Fund (Emergency Operations Centre Equipment and Training stream) to secure up to $40,000 in funding for eligible expenses. These funds will support the purchase and equipping of a mobile Emergency Operations Centre (EOC) trailer, allowing for relocation or remote activation during future emergencies. This project will be included in the 2025 budget for further consideration.

2025 Council Committee and Representative Appointments
Regional Council Committee and Representative Appointments were accepted for the 2025 calendar year. These are reviewed annually, appointments of members to the Acting Mayor position, committees, subsidiary groups and portfolios. While some appointments are made by the Mayor in consultation with Councillors, others are at the recommendation of the Mayor requiring resolutions of Council.
