BC Emergency Health Service (BCEHS)

Regional Council received a brief budget process overview from Director of Finance, Trevor Ryhorchuk. 44th Street Sewer Rehabilitation Tender Award
Regional Council was presented a recommendation to award a contract to Knappett Industries, in the amount of $4.9M. Concerns were raised about potential delays in asphalt paving for the project, which could last up to eight months once the sewer rehabilitation work is complete. Staff discussed plans to ensure the road remains passable during construction, with a focus on minimizing inconvenience for residents, including those with mobility challenges. The aim, through the prime contractor, would be to communicate effectively with residents and address any barriers promptly. Discussions also touched on diverting traffic and the overall cost and scope of the project.

Snowmobile Club Trail South Industrial Lands
Regional Council approved the proposal for the Fort Nelson Snowmobile Club to construct an off-road vehicle trail on municipal land designated in past for Phase II Community Trail. The specific land parcels were identified, contingent upon the club entering into a written agreement with the Northern Rockies Regional Municipality before commencing construction. This decision followed the club's longstanding interest in establishing the trail and involved legal descriptions and planning considerations for the designated area.

Tourism Signage at the Visitor Centre
The Northern Rockies Regional Municipality (NRRM) actively participates in tourism initiatives, both directly and through broader regional efforts connected to Destination BC. The Regional Council approved supporting the grant application to the installation of two Great Northern Circle Route Signs at the Fort Nelson Visitor Centre, endorsing a grant application from the Fort Nelson & District Chamber of Commerce for funding, and accepting ownership of the signs once installed. These decisions reflect the municipality's commitment to promoting tourism and enhancing visitor experiences.

Staff Appointment, Acting Positions and Responsibilities
Regional Council approved the list of staff appointments and acting positions, as outlined in the NRRM Officer Appointment and Delegation of Authority Bylaw No. 138, 2017. This annual review ensures that staff members are assigned appropriate powers and responsibilities to fulfill their duties as directed by Council. The approved appointments, effective March 1, 2024, reflect recent organizational changes and statutory requirements.

Request for Waiver of Art Fraser Park Event Fees; RibFest
During the February 12th Regional Council meeting, after receiving a request from the Fort Nelson Rotary Club and Fort Nelson Events and Tourism Society to waive venue fees associated with hosting a RibFest event in June of this year, staff were directed to investigate updates to the Recreation Centre Rental Exemption Policy. This policy, separate from the Government Transfers Policy under consideration, would complement the existing Discretionary Grants-in-Aid Policy by providing waivers for rental fees associated with NRRM facilities. In response to this, Regional Council approved, in principle, a waiver of fees for RibFest requested by the Fort Nelson Rotary Club and Fort Nelson Tourism & Events Society. Additionally, Council directed staff to research and present a draft Recreation Centre Rental Exemption Policy for further consideration, demonstrating the municipality's commitment to supporting community events and facilitating access to municipal facilities.
