Sustainable and Resilient Service Delivery
Colwyn Sunderland of KWL presented an overview of the Sustainable and Resilient Service Delivery project, which is an evolution of the NRRM's Asset Management program, centred on ensuring that the municipal services delivered by the NRRM are clearly defined and funded sufficiently over time to be sustainable. The discussion aimed to identify service priorities and associated costs, emphasizing the need for continuous improvement. Key points included Council's role in establishing service levels, the impact of aging assets, and the importance of balancing necessary funding with revenue through taxes. Future conversations will refine service levels and prioritize community and Council input, ensuring NRRM remains at the forefront of asset management in BC.

Letter of Support for Rural Community Immigration Pilot Program
On June 24, 2024, Regional Council approved, via email poll, the support letters for Community Futures Peace-Liard's application to Immigration, Refugees, and Citizenship Canada (IRCC) to host the Rural Community Immigration Pilot (RCIP) program in the Peace-Liard region of northeast BC and letters were ratified at the July 8 meeting. The initiative aims to address labour market shortages by attracting and retaining newcomers to Canada. The NRRM recognizes the significance of this program and is committed to collaborating with Community Futures, local municipalities, Chambers of Commerce, settlement agencies, and employers to ensure its success.

RRETI Program Quarter 2 Report
The Northern Rockies Regional Municipality's Recruitment, Retention, Education, and Training Incentive (RRETI) program disbursed $14,554 in Q1 and $21,283 in Q2 of 2024 to support new and returning healthcare professionals. The program offered financial incentives, housing support, and welcome packages to registered nurses, lab technicians, physicians, and pharmacists. Additionally, a donated condo was utilized to house a locum physician over the summer.

Award of 2024 CCTV Inspection Program
In the 2024 Municipal Budget, $300,000 was allocated for the Sanitary Sewer CCTV Program. An Invitation to Tender (ITT-2024-11) yielded four compliant bids, with Uni-Jet Industrial Pipe Ltd. submitting the lowest bid of $296,046. After evaluation, Uni-Jet was deemed qualified to perform the work within budget. The project was awarded to Uni-Jet Industrial Pipe Ltd. for $296,046 plus applicable fees and taxes, with staff collaborating to identify potential cost-saving measures. This decision supports NRRM's strategic priority to maintain and provide sustainable community infrastructure.

National Drowning Prevention Week Proclaimed July 21-27, 2024
The proclamation emphasizes the mission of Lifesaving Society Canada to prevent drowning across the country, highlighting that even one drowning in the region is too many. It stresses the preventable nature of most drownings in a Water Smart community through education and respect for water safety. The proclamation urges supervision of children near water, avoidance of alcohol during aquatic activities, and the consistent use of lifejackets while boating. Recognizing global efforts, it references the UN Resolution on Drowning Prevention and designates July 25th as World Drowning Prevention Day.

Official Community Plan Update and Complete Community Needs Kick-Off
Colton Kirsop of McElhanney provided an update on the Official Community Plan project, reporting that from March 12 to April 2, 2024, Fort Nelson engaged 12.6% of its population—about 330-335 residents—revealing strong community priorities: diverse housing options, job creation, local food production, expanded recreation, improved mobility, and cultural representation. These insights will guide updates to the Official Community Plan (OCP), emphasizing health, mobility, environment, and economic development for a more complete community.
Supported by a $150,000 UBCM grant, the Complete Community Needs Strategy assesses Fort Nelson’s housing, daily needs, transportation, and infrastructure. This aligns with ongoing OCP updates, prioritizing healthcare, housing, transportation, and safety. Council discussions highlighted proactive steps towards community improvement, focusing on healthcare, transportation, safety, and economic diversification through support for smaller industries.
