Government Transfer Program Update
The Government Transfers Program will clarify community organizations' eligibility for funding from the NRRM, emphasizing capital vs. operating requests and where programs, services and events align with Council's strategic priorities. Some of the key principles of the program will focus on fairness, equity, and accountability in funding decisions, as well as the need to set limits and establish a set budget annually to fund requests. While the program won’t be fully implemented until 2026, notices will begin rolling out to the public in mid-2025, focusing on clear communication and a structured application process.

Vehicles and Mobile Equipment
NRRM’s vehicle asset management plan ensures equipment is maintained to meet service levels. With rising costs, it was noted that equipment replacement reserve funds are underfunded by approximately $250,000 annually. Strategies include extending vehicle life, repurposing older equipment as spares, and reviewing funding plans every five years. Grant funding like the Airport Capital Assistance Program (ACAP) may help offset costs for airport equipment.

Accessible Parking Plan
In response to a November 2023 request from the Northern Rockies Accessibility and Inclusion Committee, NRRM has developed a plan for accessible on-street parking in downtown Fort Nelson, proposing 10 spaces with proper signage, letdowns, and access aisles. Funding for the project has been requested in the 2025 budget, with additional support sought through a federal grant. Construction is planned for 2025, pending approval. Business owners will be consulted, and the plan includes updating signage to the “dynamic” accessibility symbol in line with upcoming Zoning Bylaw changes. A phased approach will be taken due to higher-than-expected costs.

Housing, Infrastructure and Communities Canada Active Transportation Fund Grant Application
NRRM is applying for funding through the Housing, Infrastructure and Communities Canada Active Transportation Fund (HICC ATF) to improve the Fort Nelson Community Trail. The project will replace aging asphalt, enhance accessibility, and add lighting. HICC ATF will cover 60% of the project costs ($450,000), with NRRM contributing $300,000. The renewal work will begin in 2026 and will be completed in phases to manage costs. This project aligns with both the NRRM's accessibility goals and the HICC ATF criteria.

British Columbia Air Access Program Grant Application
A grant application will be submitted to the British Columbia Air Access Program for the Pilot Rest Station Project, requesting $18,750 to cover 75% of the total project costs. This project will create a secure and comfortable rest area within the Airport Terminal for aircraft personnel, enhancing safety and alertness during medivac and firefighting operations.

FireSmart Committee Terms of Reference Updates
The FireSmart Committee's Terms of Reference have been updated to include a process for appointing alternates, adding new members, reimbursing travel expenses for out-of-town members, and including an attendance-based termination rule. Kim Diamond-C has been appointed as an alternate for Fort Nelson First Nation. Virtual participation is noted as an option to help reduce travel costs.

Navigate NRRM Transportation Plan Information
During the discussion on the Navigate NRRM Transportation Plan, the group focused on actionable items. A key point was that a lack of Class 4 driver training in town, may be a barrier for ride-hailing services to start up. It was suggested that Class 1 drivers, who are more common, can drive buses, and are licensable as Class 4, might be a better focus, as they could help address transportation needs before investing in additional Class 4 training. It was noted that the taxi license holder is willing to operate but is concerned about profitability. The group agreed that funding Class 4 drivers should not be prioritized given the availability of Class 1 drivers.

Andy Bailey Project Update
At the February 10, 2025, meeting, staff updated Council on changes to the Andy Bailey Regional Park project due to findings through an Archaeological Impact Assessment (AIA). To stay within the grant budget, some features were removed, such as beach pathways and extra shelters, while keeping important elements like accessible facilities, parking, and a boat launch. The new budget is $587,000, with a $49,000 NRRM contribution.
Council agreed to move forward with the revised design and consult with Indigenous communities, ensuring the project stays on track for grant funding. Further archaeological work may begin in 2025, with future project phases starting in 2026.

Northern Rockies Tourism and Events Society and the Rotary Club of Fort Nelson Request
The Northern Rockies Tourism & Events Society and the Rotary Club of Fort Nelson are requesting a fee waiver for Art Fraser Park, event tents, mobile stage, and business licenses for Ribfest. The event brings visitors, boosts local businesses, and promotes tourism.
The municipality is still discussing the request, with some members seeking more clarity on how the local government can assist. The event will proceed regardless of the fee waiver.

Northern Rockies Seniors Society Letter of Support Request
The approved resolution confirms that the Northern Rockies Seniors Society (NRSS) is authorized to deliver transit services in the community/region. This confirmation supports NRSS’s application for federal funding to purchase a new bus. The NRRM has already committed annual funding to the NRSS program, and this letter of support was a required step for the funding application.
