The voter-approved Proposition 36, effective December 18th, will strengthen public safety in Citrus Heights by enhancing penalties for property crimes and drug offenses. Repeat theft offenders with two or more prior convictions now face jail-eligible felony charges, with state prison as a possibility after a fourth conviction. Organized retail theft, including "smash-and-grab" crimes, is subject to harsher penalties, and thefts by a single individual can be aggregated to reach the $950 felony threshold. Additionally, crimes causing over $50,000 in property damage now carry stricter consequences. For drug offenses, the proposition emphasizes rehabilitation by mandating treatment for individuals with repeat hard drug convictions and offering support services like addiction specialists, shelter, and job training. Successful program completion allows for expungement, while refusal to participate may result in up to three years in jail. Additionally, our Organized Retail Theft Initiative is delivering results. With targeted efforts and close collaboration between local law enforcement and businesses, we are seeing a decline in retail thefts. These crimes affect businesses and disrupt the shopping experience for our community members. Several recent high-profile cases involving organized retail theft were swiftly resolved, with stolen merchandise recovered and key offenders held accountable. These successes deter future criminal activity and reassure our community that Citrus Heights remains a safe and welcoming place to shop.
