FCHEA Welcomes its Newest Member - Bayotech!
The Fuel Cell and Hydrogen Energy Association welcomes its newest Tier 3 member, BayoTech!

Based in New Mexico, BayoTech builds low carbon, affordable on-site hydrogen generators. Their H2-1000 modular steam methane reformer uses less resources and has a smaller footprint than large scale plants. BayoTech supports installation at site to have operations running within six months. BayoTech's goal is to bring hydrogen directly to where it is being used to make it more accessible for people joining the hydrogen economy.

Plug Power Receives $172 Million Order for Fuel Cell Engines and Solutions
On January 6, Plug Power announced it received a $172 million contract from a Fortune 100 customer. Plug Power states that the order, received at the close of 2019, is for the company’s turnkey solution of GenDrive fuel cell engines, GenFuel hydrogen fuel, hydrogen infrastructure, and GenCare aftermarket support. The deployments under this contract will be made across the customer’s distribution network over the next two years.

Bloom Energy to Supply 40 Stop & Shop Stores with Fuel Cell Microgrids
On January 14, Bloom Energy announced it will supply 40 Stop & Shop grocery stores with AlwaysON fuel cell microgrids in Massachusetts and New York. Stop & Shop states Bloom Energy Servers were chosen to reduce the store's environmental impact and to ensure facility operation for customers during severe weather. Installations are scheduled for early 2020.

According to Bloom Energy, the company's fuel cell systems are expected to reduce Stop & Shop's carbon emissions by over 15,000 metric tons (~16,535 tons) of carbon dioxide per year. Due to the water-less operation of Bloom Servers, the grocery chain also expects to save over 1.6 billion gallons of water annually.

FuelCell Energy Begins Commercial Operation of Biogas Fuel Cell Project and Reports Significant Progress on CMEEC/US Naval Submarine Base Project
On December 27, FuelCell Energy announced the start of commercial operation of its 2.8 megawatt biogas fuel cell power plant at the city of Tulare's waste water treatment facility in California.

According to FuelCell Energy, the molten carbonate fuel cell plant uses 100% renewable biogas from the city that would otherwise be flared. FuelCell Energy states the biogas is cleaned of sulfur by the company's SureSource Treatment. The system uses SureSource 3000 combined heat and power to supply heat to the wastewater facility's anaerobic digesters.

In addition, on December 20, FuelCell Energy announced the CMEEC (Connecticut Municipal Electric Energy Cooperative) Fuel Cell Miro-Grid Project on the US Naval Submarine Base in Groton, Connecticut, had undergone site work progress including excavation, wiring, and concrete pouring. The project, announced in 2017, includes the installation of two SureSource 4000 power plants to provide a total of 7.4 megawatts of power. The delivery of the fuel cell modules will begin in the first week of 2020, and it is expected to commission in spring 2020.

Air Products to Invest $500 Million into Hydrogen Production and Other Facilities in Supply Agreement with Gulf Coast Ammonia
On January 8, Air Products announced a $500 million investment in hydrogen production, nitrogen production, and steam turbine power facilities along the Gulf Coast of the United States. Air Products will supply the gases to ammonia production company Gulf Coast Ammonia (GCA) as part of a long-term onsite supply agreement.

According to Air Products, the company will build, own, and operate a 175 million standard cubic feet per day steam methane reformer to supply hydrogen for GCA’s new ammonia production plant in Texas City, Texas. Air Products states the facility will be connected to an existing hydrogen pipeline, which will be extended to 700 miles. The pipeline is targeted to be onstream in the second half of 2021, and the facilities are targeted for early 2023.

Honda to Develop Fuel Cell Trucks with Isuzu
On January 15, Honda Motor signed a joint research agreement with Isuzu Motors to develop fuel cell heavy-duty trucks. Honda states it expects the joint research to expand the discussion of fuel cells within the industry and encourage the use of the technology in other areas of society. According to  Nikkei Asian Review, this is the first instance of Honda providing its fuel cells to an outside company.

ReadyH2 to Provide Doosan Mobility Innovation Customers and Dealers with Hydrogen Fuel Services
On January 2, ReadyH2, a new hydrogen gas distribution subsidiary of Fortress Solutions and Fortress UAV, announced it now supports Doosan Moblity Innovation (DMI) fuel cell drones by providing compressed hydrogen fuel services to DMI customers and dealers.

According to ReadyH2, DMI fuel cell drone customers and dealers will be able to order pre-filled compressed hydrogen tanks from ReadyH2, which will deliver filled tanks and collect empty ones. The tanks will remain assets of DMI.

Toyota Details Specifications and Goals of New Mirai Fuel Cell Vehicle Generation
On January 14, Toyota released details and expected specifications from its next generation Mirai fuel cell vehicle. In addition to an aesthetic redesign of the body, the fuel cell systems have been updated to improve performance. According to Toyota, the changes will specifically improve the vehicle's dynamics and efficiency. Toyota states the company is aiming at a 30 percent increase of driving range through improved fuel cells and a new three-tank configuration of one long and two short tanks which will increase the hydrogen capacity of the vehicle by one kilogram.

Power Innovations Collaborates with Utah to Plan for Hydrogen Infrastructure
On January 15, Power Innovations, the Utah inland Port authority, and Utah State Representative Melissa Ballard hosted a Utah Hydrogen Roundtable meeting to begin strategic planning for hydrogen infrastructure in Utah and the surrounding region. Hydrogen industry attendees included Plug Power, Nel Hydrogen, and more. Power Innovations states government entities expressed a desire to partner with industry with potential funding through the Utah Inland Port Authority and Federal grants.

According to Power Innovations, the meeting included the projection that Utah hydrogen production will grow from 1,000 kilograms of hydrogen per day to 100,000 kilograms per day within two to three years, and the state will have a storage capacity of 150,000 megawatt hours by 2024.

Bloom Energy Launches Fuel Cell Microgrid Program in Anticipation of Public Safety Power Shutoffs
On January 10, Bloom Energy announced a new Quick-Deploy Microgrid Program aimed at providing customers subject to intentional grid power outages with a fuel cell alternative. According to Bloom, the program comes ahead of the 2020 wildfire season, a danger that has recently caused California to implement intentional outages referred to as Public Safety Power Shutoffs. The shutoffs have the objective of reducing wildfires for public safety, which comes at the cost of leaving residents and businesses intermittently without power. Bloom states using the company's AlwaysON Microgrids will provide power regardless of outages.

FuelCell Energy Provides Updates on Extended-Life Fuel Cell Launch and Microgrid Performance
On January 6, FuelCell Energy provided an update on the company’s transition from producing a five-year carbonate fuel cell stack design to a seven-year design, launched in the fourth quarter of 2018. According to FuelCell Energy, the prototype and initial production-line module parameters, such as cell voltage and temperature, are correctly matching seven-year model expectations. FuelCell Energy states at a 90% capacity factor, a 1.4 megawatt seven-year module will deliver 77.3 gigawatt-hours of energy over the system’s lifecycle, 40 percent more than the five-year modules. The company expects the life extension to reduce stack replacement operating costs by approximately 40 percent.

In addition, on January 14, FuelCell Energy released details on the performance of its SureSource fuel cell microgrid solutions. According to FuelCell Energy, the SureSource systems have been used in many capacities, including lowering emissions and providing Californians subject to intentional grid power outages with a constant source of power.

Examples of FuelCell Energy microgrids include a 2.8 megawatt plant at the University of California San Diego and the Santa Rita maximum security jail in California, and combined heat and power (CHP) at the University of Bridgeport, Amity Regional High School, and Pfizer's research and development center in Connecticut. A FuelCell Energy SureSource 4000 plant is currently under construction at the US Navy submarine base in Groton, Connecticut.

FuelCell Energy Announces Details of New Business Strategy
On January 22, FuelCell Energy announced the details of its new business strategy, known as Powerhouse, which focuses on pillars of Transform, Strengthen, and Grow.

According to FuelCell Energy, Powerhouse's "Transform" pillar includes restructuring management and organization, securing funding, delivering cost savings, and refinancing debt. The "Strengthen" pillar includes capital deployment, commercial and operational excellence, and cost reductions. The final pillar, "Grow," focuses on sales growth, innovation, segment leadership, education, and geographic and market expansion.

United States Department of Energy Announces Funding for Sustainable Transportation Research, Including Hydrogen-Focused H2@Scale Initiative
On January 23, at the Washington Auto Show in Washington, DC, the US Department of Energy (DOE) announced an funding of almost $300 million for research and development of sustainable transportation resources and technologies.

On behalf of the Fuel Cell Technologies Office, DOE included a $64 million funding opportunity announcement (FOA) for H2@Scale New Markets. H2@Scale is a DOE initiative focusing on advancing hydrogen technologies. The new FOA targets hydrogen concepts that encourage market expansion and increased scale of hydrogen production, storage, transport, and use in heavy-duty trucks, data centers, and steel production. Specifically, six topics are eligible:

  • Topic 1: Electrolyzer Manufacturing R&D
  • Topic 2: Advanced Carbon Fiber for Compressed Hydrogen and Natural Gas Storage Tanks
  • Topic 3: Fuel Cell R&D for Heavy Duty Applications
  • Subtopic 3a: Membranes for Heavy-Duty Applications
  • Subtopic 3b: Domestically Manufactured Fuel Cells for Heavy-Duty Applications
  • Topic 4: H2@Scale New Markets R&D—HySteel
  • Topic 5: H2@Scale New Markets Demonstrations
  • Subtopic 5a: Maritime Demonstrations

In addition, on behalf of the DOE Vehicle Technologies Office (VTO), the DOE Office of Energy Efficiency and Renewable Energy has issued a FOA seeking research projects for advanced vehicle technologies. The FOA includes advanced batteries and electrification, advanced engine and fuel technologies, lightweight materials, new mobility technologies, and alternative fuels demonstrations. Hydrogen as a fuel qualifies for two areas of interest:

State Government News
State of Massachusetts Extends and Increases Electric Vehicle Rebate Program
On December 31, the State of Massachusetts announced an extension of its electric vehicle rebate program, Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) beginning on January 1, 2020 and lasting through at least December 31, 2021. The program was previously phased out from September 30, 2019 to December 31, 2019, but a new funding proposal has prompted the reinstatement.

MOR-EV will be extended to support qualifying battery-electric and fuel cell vehicles up to a $50,000 purchase price with a $2,500 rebate.

California Publishes Status Report on Reaching Goal of 100 Hydrogen Stations Across the State
On December 30, the California Energy Commission and the California Air Resources Board (CARB) published “Joint Staff Report on Assembly Bill 8: 2019 Annual Assessment of Time and Cost Needed to Attain 100 Hydrogen Refueling Stations in California.” The annual report reviews progress toward establishing a 100-station hydrogen network across the State of California. CARB projects there will be 48,000 fuel cell vehicles on the roads in California by 2025, which will accompany California’s goal of reaching 200 hydrogen stations by the same year. In accordance with California Assembly Bill 8, California’s Clean Transportation Program will continue to allocate $20 million per year for growing the hydrogen economy until there are at least 100 stations in the state.

Toyota to Build Hydrogen-Powered City at the Base of Japan’s Mount Fuji
On January 6, Toyota announced plans to construct a 175-acre hydrogen-powered test city at the base of Japan’s Mount Fuji starting in 2021. The project, called “Woven City,” was announced at the 2020 Consumer Electronics Show in Las Vegas, Nevada. According to Toyota, the city will house full-time residents and researchers testing and developing technologies such as autonomy, robotics, personal mobility, smart homes, and artificial intelligence. Toyota states that the company will extend an open invitation to collaborate with commercial and academic partners on the project.

Nel Establishes Joint Venture to Construct Renewable Hydrogen Production Facilities for Heavy Duty Trucks
On December 20, Nel announced the establishment of Green H2 Norway, a joint venture focusing on establishing renewable hydrogen production facilities in Norway. The facilities will supply hydrogen to Hyundai heavy-duty fuel cell trucks, which are expected to deliver in Norway during 2020.

H2 MOBILITY Opens 81   st   Hydrogen Station in Germany
On January 10, H2 Mobility, a joint venture of Air Liquide, Linde, Daimler, OMV, Shell, and TOTAL, announced the opening of Germany's 81  sthydrogen refueling station at a TOTAL Deutschland gas station in the municipality of Biebelried. The hydrogen station is supported by the European Commission in the European Transport Network as part of the Connecting Hydrogen Refueling Stations project. According to H2 MOBILITY, the station has a capacity of around 200 kilograms of hydrogen. H2 MOBILITY states the company has a goal to open 100 stations across Germany.

Nel Receives Multiple Orders for Hydrogen Stations in Europe
On December 20, Nel received a €2 million (~$2.23 million) purchase order for two H2Station hydrogen refueling stations in Europe. Nel states the customer requested to remain unnamed, and further details can be expected in the first quarter of 2020.

In addition, on December 27, Nel received a purchase order from Everfuel Europe, a green fuel company, for a H2Station to fuel a fleet of fuel cell taxis in Copenhagen, Denmark. The station will feature dual filling and a pressure of 700 bar (~10,153 psi). It is planned for installation in 2020. The funding comes from the European Union's hydrogen project Fuel Cells and Hydrogen Joint Undertaking under the Hydrogen Mobility Europe project.

Doosan Mobility Innovation Partners with Microsoft to Develop Fuel Cell Drone Solutions
On January 8, Doosan Mobility Innovation (DMI) signed a partnership agreement with Microsoft at the Consumer Electronics Show (CES) in Las Vegas, Nevada, to develop solutions for hydrogen fuel cell drones.

Under the agreement, the companies will develop software and monitoring solutions through Microsoft's artificial intelligence, Internet of Things technology, and Azure cloud computing software. According to DMI, Microsoft's technology will outfit the fuel cell drones with machine learning for diagnostic services and in-flight monitoring of various systems.

In addition, on January 7, DMI signed agreements at CES with ReadyH2, a hydrogen supplier, and Skyfire consulting, a drone public safety company, for hydrogen supply and pipeline check projects, respectively.

Toyota Partners with Hynion and Hyundai to Increase Hydrogen Capacity in a Suburb of Norway's Capitol
On January 6, Hynion, a Norwegian hydrogen fuel supplier, announced it had signed an agreement with Toyota and Hyundai to expand the hydrogen capacity at a station in the Oslo-region suburban area of Høvik, Norway, to meet the demand of local fuel cell vehicles. Under the agreement, the two automakers will financially support the addition of a new processing line and dispenser.

Nel and Partners Receive Funding for Danish Project to Produce Renewable Hydrogen
On December 20, Ørsted, a Danish energy company, announced its joint demonstration project H2RES with Nel and five other partners had received DKK 34.6 million (~$5.16 million) in funding to construct a 2 megawatt electrolysis plant. The plant will be constructed at Ørsted's Avedøre Power Station located in Avedøre, a suburb of Copenhagen, Denmark.

The funding is provided by the Energy Technology Development and Demonstration Programme, a Danish Energy Agency program to support new energy technologies. According to Ørsted, the plant will include hydrogen storage and will be powered by offshore wind turbines to produce renewable hydrogen for buses, lorries, and potentially taxis. Ørsted states the daily hydrogen production will total around 600 kilograms.

Rock Band U2 Powers Concert with Toyota Mirai Fuel Cell Vehicles
On December 5, the rock band U2 held a concert at the Saitama Super Arena in Tokyo, Japan, where the band's equipment were powered by Toyota Mirai fuel cell vehicles. According to U2, four Mirai running on solar power-sourced hydrogen were parked backstage to power the band's guitar, bass, amplifiers, audio effects, and system controls. U2 chose to use Toyota's fuel cell vehicle in order to reduce the carbon emissions and mitigate the environmental impact of touring.

Industry Coalition Releases White Paper on the Potential of Hydrogen in the Canadian Province of Quebec
On January 15, newly-formed industry coalition Hydrogen Quebec, including Toyota, Air Liquide, Hydrogenics, and others, released a white paper on the potential of clean hydrogen in the Canadian Province of Quebec. The paper identifies hydrogen as an important source of clean energy to meet Quebec's commitment of reducing greenhouse gas emissions by 37.5 percent by 2030.

According to H2 View, the white paper explores three elements that solidify the potential to produce and deploy clean hydrogen in Quebec, including leveraging an electricity surplus from hydroelectric plants for electrolysis, utilizing hydrogen for freight transportation in the form of trains and Class 8 heavy-duty trucks, and exporting hydrogen to countries in need of renewable energy.

International Government News
South Korea to Build 'Hydrogen Cities' and Grow the Country's Hydrogen Economy
On December 29, the South Korean Ministry of Land, Infrastructure, and Transportation announced plans to convert the municipalities of Ansan, Ulsan, Wanju, Jeonju, and Samcheok into 'hydrogen cities.' The cites will replace conventional energy sources with hydrogen fuel and will support local projects related to the hydrogen economy.

According to Korea Bizwire, construction will begin in 2020 and is expected to complete be 2022. Each of the candidate cities will receive 29 billion won (~$25 million). Projects include a focus on research and development in Samcheok, a revival of industrial complexes through the use of hydrogen in Ansan, and the collection of byproduct hydrogen from oil plants in Ulsan.

Australia and Japan Sign Hydrogen Cooperation Agreement
On January 14,  Power Engineering International reported that the Australian Minister for Resources and Northern Australia had signed a joint statement of cooperation with Japan's Minister of Economy, Trade and Industry committing to the deployment of hydrogen.

The Joint Statement on Cooperation on Hydrogen and Fuel Cells reaffirms hydrogen as an energy source capable of reducing Australia's emissions, creating jobs, and offering an opportunity to export hydrogen to Japan. According to  Power Engineering International, the two countries will continue work on the Hydrogen Energy Supply Chain project in Victoria, Australia, which aims to create the world's first international liquid hydrogen supply chain.

Air Liquide Takes German District Administrator on Fuel Cell Vehicle Test Drive
On January 10, Air Liquide facilitated a fuel cell vehicle test drive for District Administrator Michael Roesberg of Germany's Stade District. Mr. Roesberg commented on the use of hydrogen as a renewable energy and expressed an interest in using hydrogen technology in the district's commercial fleet. Air Liquide operates a facility in Stade, and will continue to demonstrate the Mercedes-model fuel cell vehicle to visitors for the time being.

Hydrogen Risk Assessment Models Update 2.0 Webinar

On Tuesday, January 28, 2020, at 12 p.m. Eastern, the U.S. Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy's Fuel Cell Technologies Office (FCTO) will host a live webinar titled "Hydrogen Risk Assessment Models Update 2.0." The webinar will discuss updates to the Hydrogen Risk Assessment Models (HyRAM) software, a toolkit for assessing key barriers to hydrogen use in multiple applications. The presentation will focus on HyRAM 2.0's newly flexible fault tree options, how these options fit into the larger set of calculations, and how these can be used in various new ways. The presentation will also outline the newly open-source software's source code structure, how users can perform their own quantitative risk assessments using the underlying Python modules, and how users can integrate their own code developments into HyRAM.

Transportation and Climate Initiative Regional Cap and Invest Draft MoU Comment Submission and Public Meetings
The states participating in the  Transportation and Climate Initiative (TCI) have released a Draft Memorandum of Understanding to establish a regional cap and invest program to transition to a more sustainable, resilient, low carbon transportation sector. Also released were initial projections of the potential economic and public health benefits such a program could achieve. The states participating in TCI invite the public to submit comments via the  TCI portal input form. Background materials are available on the  TCI policy design process page.

New York State continues to seek public input on this regional program that seeks to reduce transportation emissions, boost the economy, improve public health, and achieve fair and equitable outcomes for undeserved communities and transportation-related businesses. We hope to engage New Yorkers in dialogue around New York's potential participation in the program, including how auction proceeds might be invested and how to ensure that benefits of emission reductions programs would be realized by frontline/environmental justice communities.

BMVI Supports the Procurement of Fuel cell Passenger Vehicles
With a further call for funding within the framework of the National Innovation Programme Hydrogen and Fuel Cell Technology, the Federal Ministry of Transport and Digital Infrastructure is now also supporting the procurement of fuel cell passenger cars.

A total of up to 5 million euros has been allocated for funding under this call. Funding will be provided for fuel cell vehicles to be used as passenger cars in vehicle fleets. To be eligible for funding, at least three vehicles must be purchased per application. The minimum number can be achieved by establishing a regional procurement network.

The proposal submission deadline is Friday, January 31, 2020.

ARPA-E Announces New Funding Opportunity to Scale Energy Technology 
ARPA-E issued a funding opportunity announcement (FOA) for up to $50 million in funding for a new program, Seeding Critical Advances for Leading Energy technologies with Untapped Potential (SCALEUP). The SCALEUP program aims to support the scaling of high-risk and potentially disruptive ARPA-E funded technologies across the full spectrum of energy applications.

Start-ups, as well as large and small businesses, leveraging subject inventions that have resulted from ARPA-E awards are eligible and encouraged to apply to the SCALEUP FOA. SCALEUP seeks technology that ARPA-E has previously funded for which the proof-of-concept R&D challenges have been addressed. Finalists selected for the SCALEUP award will demonstrate a path to viability and be well positioned for investment from the private sector (venture, strategic, philanthropic, internal, etc.). 

In addition, to support eligible start-ups and small businesses, the SCALEUP FOA offers an optional fixed-amount of up to $150,000 for the development of internal frameworks and infrastructure needed for SCALEUP projects.

ARPA-E Funding Opportunity: Systems for Monitoring and Analytics for Renewable Transportation Fuels from Agricultural Resources and Management (SMARTFARM)

The objective of the Systems for Monitoring and Analytics for Renewable Transportation Fuels from Agricultural Resources and Management (SMARTFARM) program is to bridge the data gap in the biofuel supply chain by funding the development of technologies that can replace national averages and emissions factors for feedstock-related emissions with field-level estimates. The value of such technologies will be evaluated by their ability to reliably, accurately (i.e. low uncertainty), and cost-effectively quantify feedstock production lifecycle emissions (in g CO2e/acre) at the field level (i.e. scalable to >80 acres).

If successful, the technologies funded by this phase of the SMARTFARM program will catalyze new market incentives for efficiency in feedstock production and carbon management, reducing annual U.S. emissions by ~1%, and with substantially greater potential emissions reductions implications if expanded to other agricultural products beyond biofuels.

EERE Issues Funding Opportunity Announcement for Phase I Innovation Projects
The U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program issued a Funding Opportunity Announcement for approximately $40 million in Phase I innovation projects for FY2020.

EERE Funding Opportunity for Hydrogen in Open DOE Advanced Nuclear Technology Solicitation

The U.S. Department of Energy's (DOE's) Nuclear Energy (NE) Office is accepting applications for its U.S. Industry Opportunities for Advanced Nuclear Technology Development solicitation. This funding opportunity will support first-of-its-kind nuclear demonstration readiness projects, advanced reactor development projects, and regulatory assistance.

This solicitation aligns with the H2@Scale initiative led by the DOE's Office of Energy Efficiency and Renewable Energy's (EERE's) Fuel Cell Technologies Office (FCTO). Under the H2@Scale effort, DOE's NE and EERE's FCTO are collaborating to identify synergies that accelerate nuclear and hydrogen technologies deployment. As one example, hydrogen and nuclear energy can be coupled by utilizing heat and electricity from advanced nuclear reactors to produce hydrogen and use it as a fuel or industrial commodity, in energy storage, or for other industrial purposes. Demonstrating Long Duration and Title 24-Compatible Energy Storage Technologies Grant Funding Opportunity

This solicitation will focus on demonstrating the value of energy storage technologies that can support different customer needs, including for grid outages.  The solicitation will have three groups focused on non-Lithium ion technologies that can provide a minimum of 10 hours of energy storage and one group will focus on any energy storage technology for residential new construction.  

Group 1: Demonstrate non-Lithium ion energy storage for 10 hours or longer at a minimum rating of 400 kW ($10M total; $5M - $10M per award); 

Group 2: Demonstrate non-Lithium ion energy storage for 10 hours or longer at a minimum rating of 50 kW to support Native American Tribal communities ($4M total; $500k - $2M per award);

Group 3: Demonstrate non-Lithium ion energy storage for 10 hours or longer at a minimum rating of 50 kW to support disadvantaged/low-income communities ($4M total; $500k - $2M per award);

Group 4: Demonstrate energy storage to support a minimum of 15 new construction homes in three climate zones (a minimum of a coastal climate zone, central valley climate zone and a northern California climate zones) to support Title 24 Joint Appendix 12 compliance ($2M total; $500k - $1M per award).

South Coast AQMD Hydrogen Infrastructure Partnership Program
This Program Opportunity Notice (PON) seeks to expand the availability of hydrogen refueling infrastructure in the South Coast AQMD region by making available a source of co-funding that can be accessed by the
Mobile Source Air Pollution Reduction Review Committee (MSRC’s) strategic partners. The intent is to provide funding that can be used to improve the financial viability of a candidate hydrogen refueling station that has already undergone vetting by the Energy Commission or South Coast AQMD, or is being proposed by a public agency or industry stakeholder that will undergo evaluation by the MSRC, Energy Commission, or South Coast AQMD. The goal is to have this funding source readily available so it can be tapped by our strategic partners during and within the course of their regular procurement processes.

To this end, the MSRC has allocated $3,000,000 in Clean Transportation Funding from its FY 2016-’18 Work Program for the MSRC’s Hydrogen Infrastructure Partnership Program. This is an
initial funding allocation; the MSRC reserves the right to increase the funding available under this PON by allocating additional funds from either the FY 2016-’18 Discretionary Fund or a future Work Program. 

The period of submittal under this PON closes on April 10, 2020, unless extended by the MSRC.

Hydrogen Refueling Infrastructure Grant Funding Opportunity

This is a competitive grant solicitation. The California Energy Commission’s Clean Transportation Program (formerly known as the Alternative and Renewable Fuel and Vehicle Technology Program) announces the availability of up to $115.7 million in grant funds, subject to future appropriations and Clean Transportation Program Investment Plan funding allocations, for hydrogen refueling infrastructure projects that will expand California’s early commercial light duty hydrogen refueling and fuel cell electric vehicle (FCEV) markets and to accommodate the projected FCEV roll-out in 2021-2024. Of the up-to amount, $45.7 million is currently available.

This solicitation encourages projects with fueling agreements with fleets of commercial vehicles and transit buses to increase station throughput and to aid in the transition of California’s commercial vehicle and bus fleets to a zero-emission alternative. The network of hydrogen refueling stations, hydrogen fuel supply, and the use of FCEVs will support California’s air quality improvement and climate change goals. Hydrogen is one of the alternative fuels that contributes to reducing the carbon intensity (CI) of transportation fuels.

New York State Retail Energy Storage Incentives Program
The New York State Energy Research and Development Agency provides funding to reduce costs of adding new energy storage technologies through the Retail Energy Storage Incentives Program. This program focuses on commercial energy storage through on-site technologies like fuel cells and solar generation.
 
To qualify for the program, energy storage systems must:
  • Be sized up to 5 megawatts (MW) of alternating current (AC) power
  • Be new, permanent, and stationary
  • Be located in New York State
  • Use thermal, chemical, or mechanical commercially-available technology primarily operated for electric load management or shifting on-site renewable generation to more beneficial time periods
  • Provide value to a customer under an investor-owned utility rate, including delivery charges or New York State’s value of distributed energy resources (VDER)
  • Interconnect either behind a customer’s electric meter or directly into the distribution system

Experts who are selected and agree to participate will receive $40.00 in cash and a certificate of appreciation from the U.S. Department of Labor.

You are considered an Occupation Expert if you meet the following criteria:

  • You have at least 5 years of experience with the occupation. This time can include supervising, teaching, or training, if you have at least one year working as a Fuel Cell Engineers during your career.
  • You are currently active in the occupation (practicing, supervising, teaching and/or training) and based in the U.S.

Solicitation for Volkswagen Mitigation Zero Emission Transit, School, and Shuttle Bus Funding
The California Air Resources Board (CARB) is pleased to announce that the application period for the  Volkswagen Mitigation Trust Zero Emission Transit, School, and Shuttle Bus program is open. This solicitation is open to eligible bus owners throughout California, and funding is available on a first-come, first-served basis. 

The San Joaquin Valley Air Pollution Control District is administering $130 million statewide in two equal installments of $65 million each for replacing internal combustion engine buses with zero emission buses.
