Supporting and Strengthening our Black and African-American Community

$3.75 Million in Grant Funding to Support Services

Former Supervisor Federal Glover and I led efforts to establish a County Office of Racial Equity and Social Justice (ORESJ) and initiated a program to strengthen health and wellness services to close racial disparities.


The County’s Office of Racial Equity and Social Justice (ORESJ) has announced a new funding opportunity through the Federal D. Glover Community Wellness Network.


Local nonprofit and community based organizations are encouraged to apply for funding to provide direct services supporting Black and African American residents throughout Contra Costa County.


The County plans to award up to $1.25 million annually for three years, for a total investment of up to $3.75 million, through multiple contracts with community organizations.


What Services Will Be Funded?

Funding will prioritize programs and services in six areas:


  • Behavioral Health
  • Family, Maternal and Child Health
  • Reentry Support and Restorative Alternatives
  • Housing Navigation Services
  • Preventative Health Care, Check Ups and Screenings
  • Public Benefits Resource Navigation


Organizations with a strong understanding of the experiences and needs of Contra Costa County's diverse and multigenerational Black and African American communities are especially encouraged to apply.


Application Deadline - Thursday, September 4, 2026 at 5:00 PM


Applications must be submitted through BidNet Direct, Contra Costa County's official procurement platform.


Interested organizations must register as a vendor through BidNet Direct to access the complete RFP and submit an application. Questions about the RFP, along with future announcements and addenda, will also be handled through BidNet.
