EPA Public Comment Notice for Fuquay-Varina Conveyance Project
The U.S. Environmental Protection Agency (EPA) invites the public to comment on its preliminary Finding of No Significant Impact (FONSI) that was published on October 6, 2025, for the Town of Fuquay-Varina’s Conveyance Line Project. The proposed action is one component of a larger project to bring drinking water from the City of Sanford’s Water Filtration Facility to the Town of Fuquay-Varina and the Town of Holly Springs. The project will be partially financed with EPA funding appropriated by Congress under the Consolidated Appropriations Act, Fiscal Year 2023 and 2024.
The EPA has prepared the FONSI based on its Environmental Assessment of the project pursuant to Section 102 of the National Environmental Policy Act (NEPA) of 1969 and the EPA’s NEPA procedures under 40 C.F.R. Part 6.203.
- Environmental Assessment: The EPA completed an Environmental Assessment (EA) (EPA No. N2025405) for the Proposed Action and, based on the environmental impacts described in the EA (Enclosure 1), determined that no significant environmental impacts are anticipated from the issuance of the grant and the Proposed Action.
- FONSI: The EPA has concluded that the environmental impacts of the proposed conveyance line project does not constitute a major Federal action significantly affecting the quality of the human environment, making the preparation of an Environmental Impact Statement (EIS) unnecessary.
The Preliminary FONSI, Environmental Assessment (EA), and related documents are available for public viewing on the EPA’s website.
The EPA is holding a 30-day public comment period from October 6, 2025, to November 6, 2025. The public may submit comments in writing to:
